President Taft made public the
opinion of Solicitor General Bowers,
as to what is whiskey, The president
withheld action. The solicitor gener
al finds that “no drug refined by the
United States pharmacopia or formu
lary shall be deemed to be adulter
ated, if the standard of strength,
quality or purity be plainly stated
upon the bottle, box or other contain
ant. Under these provisions of the
pure food act, whatever is described
in the pharmacopia as whiskey, must
be entitled to that name.”
Conditions in the southern states
formed an interesting topic of conver
sation between President Taft and
Booker T. Washington. President Taft
asked Washington for some of his
ideas regarding southern agricultural
and industrial problems involving the
negro., He replied that in his opinion
the training of the negro in industrial
pursuits was having the effect of ob
taining for them the respect of the
better element of the whites. The
president spoke of his desire to do
all possible to eradicate sectional feel
ing that had developed between the
south and the nortn,
Employees actually at work in build
ing the Panama canal now number
26, 835, as shown by the report of the
chief quartermaster. Of this num
ber 4,355 are “gold” employes and
the remainder are on the “silver” or
labor roll. The Panama railroad force
numbers 6,078, and the railroad com
missary force 786. Thus the total
number at work both on the canal
and railroad is shown to bhe 33,699.
The report states that 750 laborers
from Barbadoes were imported, 500
of them heing assigned to the rail
road on the re-located line, and 250
on the three construction divisions
of the canal work.
J. S. Abbott, state dairy and food
commissioner of Texas, having read
the opinion rendered by Solicitor Gen
eral Bowers to President Taft on the
question, “What Is Whiskey?” has
telegraphed the president from Den
ton, Texas, as follows: “Texas will
follow” Roosevelt - Bonapate - Wiley
whiskey rulings. No diluted, color
ed spirits for Texas.”
At the white house is is said on
high authority that President Taft has
not offered the ambassadorship to
France to former Secretary of State
Bacon nor has he at the present time
any intention of doing so, reports to
the contrary notwithstanding. 5
President Taft has been forced,
through the illness of Mrs., Taft, to
postpone his proposed western sum
mer trip until fall, Although he has
made no definite announcement here
tofore, it had been the president’s in
tention to depart in August on a ten
weeks’ tour of the west and Alaska.
1t has developed that the possibility
of Mrs. Taft being able to accompany
the president with safety is slight,
although she is, making satisfactory
progress toward recovery from her re
cent illness.
Jewelry to the amount of several
millions of dollars, according to re
ports, was discovered at Yildiz kiosk,
the home of the late sultan of Tur
key, in addition to the §10,000,000,
either in cash or negotiable securr
ties. found there. This statement is
contained in a long communication
to the <tate department from 'the am
bassador at Constantinople, who says,

C. M. Wing Has a Fowl Which Is
Fond of Motoring.
A hen which has become an auto
mobile enthuglast is one of the pos
sessions of C. M. Wing of Greenville,
§. C. She haunts the garage, and
many times has been taken on trips
about the city in her owner's motor
car. No place in the tonneau is hers
when ghe travels; she 'ls a sightseer,
and she takes a perch upon the fold
of the wind shield. Of her Mr. Wing
cays:

chosen the garage as her loafing
place, and Is always ready for a
ride, having driven over the city
many times, Ag some one remarked,
‘At the Wings’' even the chickens like
an automobile,
Mr. Wing is the . owner of a tour
ing car, which carries seven people
unless his bulldog Jack is along; then
it carries only six. And Jack picks
his veat; he must have the place be
side the driver, or there is trouble.

humor him without delay,” says Mr.
Wing, who declares that the dog is

Fear of Premature Burial.
The fear of premature burial, which
prompted the late Lord Burton to
direct by his will that his heart should
be removed from his body, has caus
ed many well-known men and women
to order a surgical operation to be
performed upon their bodies. Har
riet Martineau left her doctor £lO to
amputate her head, and Lady Burton
directed that her heart should bhe
pierced with a needle. The late Ed
mund Yates left instructions that his
jugular vein should be severed, with
a provision that a fee of 20 guineas
should be paid for the purpose. Lit
erary persons appear to have been
particularly afraid of - premature
burial. Bishop Berkelew, Lord Lytton,
Hans Andersen and Wilkie ‘Colling 3all
took measures, to protest themselves
