bill for the impoging of a tax of two
per cent on the net earnings of cor
porations was xeached by President
Taft and the members of the finance
committee of the senate at the most
fmportant conference held at thq
white house since the incumbency of
Mr. Taft,
The whole matter was threshed out,
following a dinner given by the presi
dent in the state dining room in the
white house, Gathered about the
board were Attorney General Wicker
sham, Senator Root, Secretary of
State Knox and Senators Aldrich,
DBurrows, Penrose, Hale, Cullom,
Flint, Smoot, McCumber and Lodge
Speaker (annon, Representative
Payne, chairman of the committee
on ways and ineans, and Representa
tive John Dwight of New York, the
republican whip of the house,
The terms of ihe measure as final
ly agreed upon provide that all cor
porations having capital stock isssued
for profit shail pay a tax of 2 per cent
vpon their net earnings, Corporations
coming within the designation will be
compelled to make returns to the spe
cially designated agents of the bureau
of internal revenue of the treasury de
partment, giving the amount of their
gross receipts, capital stock, bonded
indebtedness and 21l other visible
debts.
Each corporation will be allowed a
$5,000 exemption, which means that
the tax will not be collected except
upon earnings in excess of §5,000. It
is intended that the tax shall become
operative immediatcly upon the pass
age of the law, The life of the meas
ure was made indeterminate instead
of two years or some other fixed ar
rangement, such as has been sug
gested originally.
The present year's tax will be col
lected July 1, 1910, the beginning of
the next fiscal year.

amount that would be raised by the
2 per cent corporation tax, taking into
consideration all the exemption stated
from $25,000,000 to $30,000,000.
ALCOHOL HABIT GROWING.
Doctor Says That Drinking Increases
Among Business Men.
Detroit, Mich. — “Notwithsianding
the prohibition wave that has recent
ly swept over the country, there is
every reason to believe that the al
coholic habit among business men is
steadily on the increase,” declared Dr.
rank C. Richardson of Boston, in an
address before the Society of Neurol
ogy and Psychiatrics, held in connec
tion with the American Institute of
Homeopathy, which is in session here
this week.
Dr. Richardson declared that the
strenuous American business life is
producing in many of its followers a
neurosis partaking of the character
of neuresthenia, psychastehnia and
hysteria.
While Dr. Richardson held nicotine
to be also a prcducer of neuresthenia,
he regarded it as less injurious and
less destructive than alcohol,
$10,600,000 FOR CENSUS.
House Acts on Eve of Close of the
Current Fiscal Year.
Washington, D. C.—On the eve of
the expiration of the current fiscal
year the house authorized an emer
gency appropriation of $10,000,000 for
defraving the expenses of taking the
thirteenth decennial census. In pre
senting the bill for that purpose, Mr.
Tawney, chairman of the committee
on appropriations, explained the situ
ation with respect to the permanent
census measure still in conference
and announced that unless the money
was forthcoming, the census bureau
would bhe compelled to suspend all
business., Notwithstanding this warn
ing, the bill met with much opposi
tion, and was only finally passed after
Mr. Macon of Arkansas had forced
a roll call on a point of no quorum,
POPE TAKES AUTO RIDE.

Rome, Italy.—The pope enjoyed his
first automobile ride. It was taken
in the vatican gardens in a handsome
touring car presented to his holiness
by American Catholics, When the car
arrived the pope expressed his de
gire to take a turn in it. After riding
about the gardens, the pope left the
machine and the chauffeur took it
into the streets, where crowds gath
ered and admired the car.
