Tuore are some new phases to the course of
financial legislation at Washington which sn
ot' importance, and have had considerable t-'-
f“ot in Wall street early this week. lem able
to say that Mr. McCulloch's bill for the fund
ing the floating and early maturing obligations
Os the government hat been dsttuitely thrown
over by the Committee of Ways and Means,
and a now bill is in process of being drawn up
The objections to Mr. McCalloch’s bill wer--
tho proposed foreign loan, and the great power
it would coufer upon the head of the Treasu ry
Djparlment—dangerous as a precedent, if not
-objectionable In a more positive sense.
But the truth la, Mr. McOullcoh’s straight
forward course has uot been satisfactory to tin
great capitalists in this city, and elsewhere,
Who have desired to speculate upon the public
orodit. The same sort of patriots, who have
such intense feur that the ‘fccdmon*' of the
South may not vole, are anxious lost their op
portunities to prey upon the ligiiivnate indus
try aud commerce of the country shall be re*
etrained. The various iudignitios that have been
put upon Mr. McCulloch by the radical coin
raitlee have led to the rumor that he would
resign, arid the cone- queoco was, that gold ad
vanced two percent. T have the most pit-i
--tive assurance, however, that be will not l*
driven from the post of duty 4 but will at or.ct
pnt forth such powers as are alteady confided
to him by law, and endeavor, in spite of the
committee, to make some progress toward*
plaoiug the Federal finances on a sound basis
It will be remembered that it was pro
posed at the opening of Congress to Increase
she amount of capital issued to tho national
banks pfrora throe hundred to four bundrod
millions of dollars, conditioned that a hundred
millions of “greenbacks” c wero to be funded.
This proposition has been withdrawn by thc-
Treasury Department, unless accompanied bj
a provision that all the national banks through
out the country shall prpvide the redetnp
lion of their issues at New Tork city. (Yen
this required, wo should have such a demand
for greenbacks here as would inevitably de
press the premium oji gold.

and men who do pot went to become a laugh
ing stock will not allow themselves to be
twice cheated by the same gamo.

knowledges that he was wrong in this particu
lar, but complains that the theatrical managers
have treated him badly, and he is burning to
get his revenge. Maretzek has thus far refused
all overtures ; and indeed it is donbtful if be
daro abandon his present position. The course
of tbe Herald, In this matter, has become so
thoroughly unp ipular, and Maretzek has been
so prominent in the struggle, that he would
suffer severe pecuniary loss if he should renew
his old affiliations.
BUBINBSS MATTERS.
Financial affairs are in a very preoarious con
dition, notwithstanding the continued ease of
money, and the recent rise in gold. There
was something of a panicky feeling apparent
to-day ; sterling exchange was very much de
pressed, and bankers’ bills wore sold at 107Jk.
gold, a rat* that, if continued, will draw gold
from England. Tbe dry goods importer* can
not sell their goods, and other merchants oan
not sell their wares; so there are no remit
tances, and no demand for exchange. In the
meantime, the exports are increasing The
freight engagements for cotton, last evening
\ *nd today, amount to 7,600 bales, valued at
over a million dollars in gold; and a circular
from one‘of our leading house* demonstrates
that the exports from tbe United States ports
eiacs Ist October last exceed the imports by
£1?,000,000 in gold. I have seen a private
letter from a London house, which says tha
imeb ia the'demand for five , twenties, that on
4iie regular calls at the stock exchange they
overthrow all others. It has for months been
a fttvorite theory of many in this city that be
fore we get our finances settled we shall break

matters. He is withdrawing gold from the
street and piling it up in the Treasury, where

saries, the owners are entitled to the full value
of the vessel destroyed. As establialiing a
precedent, this fact is of considerable Import

office of the Second Comptroller, during the

large amount of $68,589,091.

after getting possession, the Spanish were driven
off by the Chilian soldiers on the shore, and
