applause.]
The movement of our international transac
tions baa not sickened ; and the general com
merce which, lagt year, was more than 7,000,-
000,000 has been increased by 700,000,000.
In the midst of still increasing prosperity,
some restless spirits, under the pretext tor
hastening the liberal march of the government,
would prevent it from advancing, by depriving
it of all power and all initiative. Thev fasten
upon an expression borrowed by me from the
Emperor Napoleon 1., and confound iasiability
wim progress. Jhe Emperor, in deelariog the
necessity of the gradual improvement of hn
man institutions, meant to sa? that the only
durable changes were those which operate, in
the course of time, by the amelioration of the
public morals. [Applause.]
Those ameliorations will result from the ap
peasement of passions, and not from inoppor
tune modifications of our fundamental laws.—
What advantage, indeed, can there be in re
turning on the morrow to wtfat was rejected
the day before? The constitution of 1852,
submitted to the acceptation of the people, has
undertaken to found a rational system wisely
balanced on h just equilibrium betwesn the
different powers of the State. It stands at an
equal distance from the two extreme positions.'
With a Chamber, arbiter of the fate of the
Ministers, is without au
thority and toitbout any ability to continue,
wliSljat has commenced ; it is wit+irlrL, control, ’
if the elective Chamber is not independent and
-in possession of legitimate prerogative. Our
constitutional forms, which have a certain an
alogy with those of the Untied States, «re not
defective becauso they differ froriy those pf
England. Each nation should have iustiiquops
in couformity with its genius and its traditions.''
[Hear, bear ] Certainly every government has
its defects, but in looking back at the past I
rsjoice to see, at the end of fourteen years,
France respected abroad, tranquil at home,
without polilical prisoners in he* goals, withs
out exiles beyond her frontiers. [Tremendous
cheering.] -7
Have not government theories been suffi
ciently discussed during the.ljsjt eighty years?
Is it-not more profitable at prefect to seek out
the practical means of improving the moral : and
material condition of the people ? Let u>- de
vote ourselves te spreading every where, with
education, herd thy economic doctrines, the love
of whit is right, und religious principles. Let
us seek to solve by tne liberty cf trade, the
difficult problem of the just division of the pro
duct've forces, and lot us try to improvo the
conditions of labor in the fields as in the work
shops. [Loud applause.]
When all the inhabitants of France, at pre
sent invested with political right*, eball have
be-m enlightened by education, they will, with
out difficulty, dii'ocrn the truth, oud will not
ellow themselves to be led astray by deceitful
thaorios; when nil who live from day to day
shi.il have bohold tho benefits increasing which
assiduous labor procures, they will be the firm
supports of a society that guarantees their com
fort rnd their fine, when all shall
have received, even froffT the days of their in
fency, those principles of faith end morality
which elevate man in his own eyes they wiil
knpw that above human intelligence, and above
the efforts of science and reason, there exists a
Supreme Will which regulates the des'iniea of
individuals as well as those of nations.” [Long
continued cheering]
When the applsnso had subsided, the Grand
Master of tho Ceremonies, having received the
Orders of His Majesty, intimated to M. Rouher, ,
Minister of Stale, that the oath should be ad
ministered to such Senators as had been nom
inated since the last session. The names called
out were M. Corta, Vice-Admiral Bouct-Willa
mez, Baron Butenval, Gen. d'Ailonville, Gen.
Count Gudin, M. Sylvestre de S icy, Cou.it de
Bant Mursauk and Gen. Viooy. ” Afterward,
the same ceremony was proceeded to for the
Deputies, the names bring Count Walewski,
M. do Tillancourf, M Barillon, M. Girod do
I'Ain, M Sarrabure, M dc Chesnelong and VI
Fremy. Ths Hon. Minister then declared that
the seseion for 1860 was open, and he request

sitting for the dispatch of ’business Their
Majesties then withdrew in the s*m» order as
they had come, and another salvo of twsnty

Oar it bm Rps»ibl«.— A Captain John T,
Hill, of the .regular army of tbe United States,
has be»D tried in San Francisco by a court
martial, and sentenced to be dismissed tbe
service, upon the charge of having ordert-d an
Indian child to be taken from the breast of its
daad mother and killed. The monster has had
the effrontery to publish in the California
papers what ho calls n “vindication” of bis
cocdue', which giveu, if true, a most shocking
view of the nature of tho warfare, or rather
butchery, waged against the poor Indiana in
the far West. For the honor of onr officers
and soldiers, and tho sake of common humani
ty, we will hope that this murderer of women
and children rosy be proved to be en atrocioui
liar and slanderer. After virtually admitting
that ho ordered his men to shoot the helpless
infant, the ox-captain coolly adds:
‘ from the appearance of the chiitf, if it was
alive at all, its life would only be prolongs'! for
a few hours. This is all there was in the ease;
and had T been a favorito with the cfficore in
command in Nevada, nothing more would evsr
have been beard of it. I assert, as a matter of
history, that it has been the custom of Indian
warfare for our troops to kill indisvn children
under such circumstances. Maj. Updegraff,
now at the Presidio, informed ray counsel that
Gens. On by and Sibley, of the Untied State'
Army, had been in tho habit of allowing their
men to kill Indian prisoners, and evau children,
when their parents had been killed and there
was no convenient way of providing for them ;
and as the President of the very court martial,
which has juat gone through tbr farco of trying
ms, admitted to my counsel that, while in com
mand in Arizona last winter, h" ordered his
men to '*il! «m Indian child, which they did by
shooting it four times, alleging as a reaaon
therefor that ho had no moans of either feeding
tho child or taking it with him, and to leave it
on tbe plain was certain death. Maj Roman,
well known in this State, and who has livvd
many yoa-s on the Indian frontier, te'tifiea to
this, custom, as do also a number of others.”—

rear, followed by u bottle of sozodont, which
like Aaron’s ointment,, spread its fragrance
around the skirts of his coat-lail, and victory
perched on the bauner of petticoats. But there
is a serious side to all this. It is reported that
this gentleman, who pslam sings and prays on
a large Beale for the freedmen, has also had an

we know not, that at his Sunday morning exer

is a matter for official investigation, and
stantiated, either the State’s prison or banish
