Bat.ttmore, Oct. 11 th—There are heavy floods in all the streams, and there hits been considerable damage and loss of life. A number Os mill dams and bridges are carried away. OHIO GOES LARGELY RADICAL. Cincinnati, Oct. 11.—Returns from 45 counties give a Radical majority of 45,100. The remaining 43 counties will probably reduce the majority to 45,- 000. Gen. Morgan, (Dern.) is elected to Congress in the 13th District. SENSATION DISPATCH—ITS EF FECT-HEAVY RAIN. Washington, Get. If.—A dispatch anpearod in the Philadelphia Ledger this morning dated Washington, an nouncing that the President had pro pounded certain interrogatories to the Attorney General, restricting the 'consti tutionality of Congress, and that an opinion in writing would be given against tlie legality of that body. The dispatch caused a great sensation, the effect being felt quite seriously in mer cantile circles. Owing to its influence "old made an advance during the day To 153 7-8.
