Territorial Governments for the South ern States. The following is a resolution look ing to a territorial form of govern ment for the Southern States, which was offered in the House of Represen tatives by Mr. Broomall, of Pennsylva nia. The resolution was adopted by a vote of yeas, 107 ; nays, 37 : Resolved, That the Committee on Territories be instructed to inquire in to the expediency of reporting a bill providing Territorial governments for the several districts of country within the jurisdiction of the United States, formerly occupied by the once exist jn<r States of Virginia, North Caroli na” South Carolina, Georgia, Missis sippi, Alabama, Louisiana, Arkansas and Texas, and giving to all adult male inhabitants born within the lim its of the United States, or duly nat uralized and hot participants in the late rebellion, full, equal political rights in such Territorial governments.
