Failure of t!i« Revenue Bill.
The Baltimore fSun of the 2J mst. says—
“ The bill for increasing the revenue by the
imposition of duties on coal, iron, refined su
gars, coflec, tea, cotlon goods, silks, linen,
cordials, wines, segars, wool, and woollen
and worsted goods, which was rejected in the
House of Representatives on Friday evening,
will doubtless produce much derangement in
the financial affairs of the administration.
It was a bill which had been prepaied with
much care, and urged with energy by the
Secretary of the Treasury, as necessary to
provide the ways and means for carrying on
the war. The cause of the defeat of the
whole bill was the striking out of the items
of tea and coffee, by a vote of 105 to 104, on
which the main revenue contemplated by the
biil was lobe raised. On trie announcement
of this result, the friends of the bill became
its opponents, and the question recurring on
the bill as amended, it was rejected by a vote
of 130 to 78, and the House adjourned in a
state of great excitement, having first laid a
motion to reconsider the vote on the table.”
IVarnl,
Commander Pearson, who was tried in
Norfolk for the loss of the sloop of war Bos on,
has been found guilty, and sentenced to one
year’s suspension, with pay.
Commander Carpender, who was tried by
the same court for the loss of the brig Trux
ton, was found guilty, and sentenced to be
cashiered, but recommended to the mercy of
the President, who has remitted his sentence
to one year's suspension, with pay.
Pa ssed Midshipman Rolando, tried by the |
same court, has been honorably acquitted of
all b'ame in the loss of the sloop of war Bos
ton, of which vessel lie was acting master.
The arrivals at New York un Saturday and
Sunday last were numerous. The Journal of
Commerce of Monday reports them at 11 ships, 20
barks, 30 brigs, and 36 schooners—ll from foreign
ports.

A few days ag >,'s tys the Tu-ca 00-a Mon
itor) there was delivered at. 4he cotton ware
house, near the wh irs, in this city, a bale of
cotton, packed by .Mr. George Ilewet of this
county, which weighed 1317 pounds, in
boven yard bagging! We venture to say, this
is without a parallel in the history of cotton
bales. It is equal to three of ordinary weight.
The size of course is not much increased,
by the extra yard of cover.

We stated in our last report that after several
days of excessixe dullness and depression, conse
quent upon the receipt of unfavorable European
advices, the high rates of freight and declining
exchanges the cotton market on Friday had as
sumed more activity, business to a fair extent hav
ing been transacted on that day. though at (trices
wlnch exhibited a decline of (idly 2fc per lb from
the highest point some four weeks previous. At
! the clu.-e, however, the market assumed more
steadiness, and on Wednesday a fair enqiiirv was
continued, resulting in sales of about 4 UJ bales,
at rather fuller prices than on the. dly before. On
Thursday there were again sales to the extent of
about 5000 Dales, h dders obtaining some further
slight advantage in prices. Yesterday was a re
markably quiet day, and we could only learn of
sales to the extent of about 700 bales, h. tit buyers
and sellers being dt--posed to await the receipt of
the Cambria's advices to Un inst., now about due.
Indeed it was rumored yesterday, and quite confi
