Mr. Kenan from the Committee on the Ju
diciary, to whom was referred the bill to change
the penalty of death for crimes committed by
free white persons, to imprisonment and labor
in the Penitentiary for life, reported the bill
back to the llouso, recommending that the
bill ought not to pass until the pardoning pow
er be so changed as to require a vote of two
thirds of the Legislature.
The bill to give the election of Judges of the
Superior Courts and of Comptroller General
to the people, to preecribe the time of holding ■
said elections, and for other purposes, was i
postponed for further consideration.

and prices have a decided tendency to advance.

NEW-YORK, Dec. 15, 6 P. M—The Flour mar
ket still continues heavy and inactive, with the
same downward tendency that has prevailed for
several days past. Shippers will not oner more than
5*6 for Genesee, at which holders will not sell. The
tales to-dav amount to 6,000 barrels, at 6 a s6.lßj|
lor Troy, Oswego and Western, and $6,25 for
Genesee. There is no Eastern inquiry, and hut lit
tle doing for home consumption.
Corn has been quite active, but the quotations
i not so steady. The sales to-day amount to 30,000
bushels, at 77 e. 78 cents for Jersey and Northern
I yellow.
There has been sales-of about-1000 bales of Cot
ton at about previous rates. The market is firm,
and buyers for England are commencing to enter
the market. Middling Orleans is Uplands, 7 a
! cents.

closed dull. Sales of Genesee at $6 37£.
Grain. —-There hare been no sales cf Wheat
worthy of report; but there is a steady demand for
