5Ve warned our readers, when the premium
dropped to 98} on Tuesday last, that the fall
would be only temporary, unless the govern
ment resolved to change its course, with a
view to the appreciation of the currency and
the resumption of specie payments. re
minded the people and Congress 1 hat the pre
mium then was no criterion of what it would
be in six months or a year or two hence, and
already we see the returning tide of deprecia
tion swelling up towards . its former limits.
The government, with a blind indifference to
danger, has gone on increasing, its gold bear
ing debt, in the face of tho depreciation of its
currency, till it promises to reach a point
where grave embarrassment may arise. On
the fi;st of March next the interest on the ten
forty loan will absorb tour millions of dollars
and on the Ist of May the interest on the five
twenty loan will amount to little less than
nineteen millions, aud in the future these semi
annual payments will be swelled by conver
sions of about three hundred and; thirty mil
lions of seven-thirty notes into j=ix per cent,
bonds.
The present Secretary of the Treasury had
done nothing to mitigate tht evils bequeathed
to the country by his predecessor, and Con
gress, by its apathy, has practically approved
his line of conduct, and is likely to adjourn
without enacting any of those salutary aud
radical changes in our present system which
the necessities of the nation imperatively de
mand. Yesterday, indeed, a bill abridging to
a limited extent the power of the national
Banks to issue circulating notes, was reported
in the House of Representatives; but it is a
mere drop in the ocean of reform which the
occasion requires. It proposes to issue to each
.bank whose subscribed capital shall not ex
ceed $500,000, ninety per cent of the par value
ot bonds to that amount deposited « with the
Comptroller of the Currency in circulating
notes; where it exceeds that, but is less than a
million, eighty per cent; where it exceeds that
but not thre% millions, seventy-five per cent;
and where it exceeds that, sixty per cent, of
such capital is to.be the maximum of circula
tion allowed. On the same day a bill was in
troduced by Mr. Spaulding, of*ohio’which was
referred to the committee on Ways'and Means,
proposing a tax on national bank issues, on
and after the Ist day of tyay next.
These incomes contrasts strangely in their trivial
importance with the magnitude of the interests
involved in our present ruinous policy. We
seem to be sadly iu need of Statesmen who are
capable of appreciating the situation, aud of
rising to a proper conception of ils responsi
bilities.* We have mapped out over aud over
again the proper course sos the government
to pursue; but tbs representatives of the p«o
pie, in the Cabinet and Congress, are too fear
ful of incurring temporary unpopularity to
adopt our suggestions, and as the evil of their
ways has already progressed so far, they have
no disposition to*turn back, to restore to the
infitra body a healthy circulation; ams the ad
ministration thinks, with the old proverb, that
•‘it is as well to bo hung for h sheep as a
lamb.”
These are serious reflections. They affect
the future solvency ot our government, and
the welfare of the whole community, and can
not he disregarded with impunity. We are
threatened with a scarcity ot gold, and an in
detjuite expansion of our paper money system
in ihe future,-and under the" cirpumstances in
which we live, persistence in our present
course would lead to ultimate and wide spread
disaster.
Tht money market is moderately easy at
seven per cent, on call,--md first class com
mercial paper rates at 8 and 12 per cent.
