4. That lam aware that the said YV. L Me
Donald, at his house on the corner oi Agues
and Teiauty streets, in tho baid City of Tot on
to, was manufacturing hand grenades,
fire, shells and other implements of war, and
had a consirleral,!© quantity concealed about
the premises, i gave notice to tne United
Buttes Consul in Toionto of the fact, but before
the police authorities went to the premise;-: the
said munitions and implements had been re
moved, Some of them have, in tact, been seat
to Collingwood, as i am informed and believe,
for the said steamer Georgian.
6. I am informed and believe that, in conse
quence of and sclosures made to the said United
buttes Consul here, and tho discoveries of ihe
police authorities, the lion, itobeit Spence did,
on Friday last the 7th day of April lust., pro
ceed to Coiliugwooa to inspect said vessel,
and iound on board thereof the said W. L Me
Donald and various other parties, thereupon
Beta and the said vessel, as being about to pass
the frontier of this province to some piae .■ iu

Her Majesty the Queen is at Peace,) he coa-

lieving that said vessel v/us about to be used
for the purpose of a raid or expedition into
the said United States, contrary to the act of
last session of Parliament entitled, “An Act ior
the prevention and repression of outrages in
violation of the peace of this proviuoe, and for

There can hardly bo any pretense ot doubt
pa to the business lor which the Georgian was
intended She was designed to oe upon the
lakes what tho Alabama was upofi the high
•eas bhe was intended for tho dastardly bit
tiness oi assailing unarmed vessels, peacefully
engaged in commerce, bhe was to prouder and
destroy the property of private individuals,
and not to bailie with the armed forces ol tht
belligerent.
The case is vastly worse when;, in addition
to the ignoble character oi the enterprise, w<
have two other crimes involved. The case o
the Georgian involves the blackest ingratitudi
on the part of tho refugees who are concerned
in the p.ot, and on tiie part of their tool, Mr
Deutsou. a flagrant disregard ol the proolama
tiou ol his Sovereign and of the laws of hi
CBuntry. In these respects, it is a very differ
Out case from that oi a privateer titled out it
the country under Ihe authority of which it i
to plunder and to destroy

three arbitrators, wilt be established in the city

LI This court, will arbitrate such cases as

of possession of property, both personal and
real, and to tho payments of rems and debts,
where contracts were made upon the basis of

, questions of titles to property, nor will its

and the execution of its decisions ; appoint its
clerks and other officers, and adopt rules for

bringing suit in this court, and, all attorneys
ued agents appearing for them, will be re
quired to take the amnesty oatb. No fees will
be charged to the poor.
IV. Iti i‘,B decisions tho court will be gov
erned by the principles of equity and justice.
All a’ike, while and colored, will be allowed
ihe 1-au lit of its jurisdiction, til proceedings
will 6e simple and brief, and directed solely
to i c y tabling and securing exact justice
V. The Provost Marshal will refer to this
court all questions which' come properly with
in its jurisdiction, and will adopt its decision
so fu r as concerns the disposition of property
belonging to private parties, now in his hands

A movement, h is started in San Francisco for
debar subscriptions to a fund for a testimonial
to l ->ncoln. It is also prop<>sed to build a
monument to Mr Lincoln's memory.
The receipts of treasnr e at the mint, at San
rancisco, for ihe last ten days were thiity-two
thousand ounces of sold and twelve thousand
ounces of silver. The Board of Supervisors is
considering the resolution for asking authority

one ot the city squares for anew mint build

Advices from Salt Lake say the Mormon au
thorities have taken action towards opening a
route to the head of nav ! gation on the Colora
do river. Stock has also been taken to build

connect with the line from California. There
are forty-two towns and settlements on the

cotton on government account. Mr. Draper,
previous to felling the cottou, announced to
the audience that, owing to the fact that Col
lector Drape;- had telegraphed him that no
more than five thousand bales of cotton would
