PRESENTMENTS.

WE, the Grand Jury, deeming it our privilege,
have had under consideration the great pecuniary
distress of the county, also the general conduct of the
monied institutions of this State. These are certainly
matters of vital importance, and deserve the notice
of the entire people at large, as well as of this body;
ami we as a body, must in consequence of the
great monetary distress generally prevalent in this
State, believe that there must be something not
right, to bring about the present great calamity. —
But we do not feel ourselves at liberty to censure
either the city banks or the country banks for this
important matter, as we feel ourselves deficient in
want of a general knowledge of the management
of banks; neither do we believe such accusations
necessary to relieve the people ; but we as a body,
do unanimously agree in opinion, in advising the
peop'e of this State, and especially of this county,
to avail themselves of the advantages of the Gene
ral Banking Act, as passed at the last Legislature;
and we would further advise the citizens of this
county to set apart some day not far distant, when
they shad hold a meeting on that subject.
We have examined the Record Books of the
Clerks of the Superior and Inferior courts, and
Court of Ordinary, and find them in good order.
We have also examined the books of the County
Treasurer and find them fairly stated, and the
« amount on hand, $lOOl 15.

Solicitor General, U. 8. Heath, for their politeness
and attention towards this body during the present
term

A new Paper to be estublished in the city of Augusta,
(la., Devoted to the Science of Music.
TBIHE subscriber, in appealing to a generous pub
-1 lie to sustain him in his undertaking,is aware
of the numerous difficulties against which he will
have to contend, hut with a firm resolution, and a
devotedness to his business, he feels confident of
overeuming them.
The idea of stu ting a paper, at the Smith, devoted
entirely to the subject of music, may appear novel
and visionary, but with a little reflection, it will
be found such a work is much needed in this sec
tion of onr country. The North has gone far ahead
of us in this useful and delightful science, and it is,
no doubt, owing to the existence of their numerous
journals through whose columns the principles of
Music are simplified and brought within the com
prehension of juvenile learners. It is true there
are many valuable books written on the subject of
Music, hut they are not within the reach of all, and
even if they were, they are not written in a style
to be understood by that class standing more in
need of instruction —I mean scholars. To depend
altogether on tiie labors of the teacher is depending
on too much. It is not like learning grammar or
history, where the pupil lias a text book to which
to refer. The teacher gives instruction one day
which is forgotten the next. So it will he the aim
of the Editor of the Harp to make the science as
easy as possible,by leading the pupil on gradually
from the elementary to the more difficult branches
of Musica Science.
'Pile columns of the Harp will be open to all
communications on the subject of Music, whether
of a sacred or secular nature.
Each number will contain one or more pieces of
original or selected Music, for the Piano, Guitar or
Flute —Church Music will also find a place in our
columns. Thus the Harp will be a welcome visi
ter to the pupil, the amateur,and the religious com
munity.
The Harp will be issued semi-monthly, printed
on fine paper, in royal quarto form (like the Augus
ta Mirror,) and fumisned to subscribers on the fol
lowing
