Just how intelligently can the Amer
ican congress legislate upon a bill in
troduced by Delegate Wilcox, which
grants to the Hawaiian Ditch compn
uy right of way over "lands in the dis
trict of north and south Kalinin, in th*
island of Hawaii," is a problem. The
purpose is to maintain ditches, ennuis,
reservoirs, dams and the like for irri
gation. 'l’hose ditches begin on Pau
knpu and Mallwal and traverse Wau
pio valley, the Waimea watershed.
