ANTI-CHINESE LEGISLATION HAS
BEEN BLOCKED BY HIM
SO FAR.
Th? Chinese Statesman Alert to His
Country’s Interest—Wash
ington Notes.
| Washington. March 7.—(Special).
More than two months of tlip session
; have slipped away, and the anti-Chi
nese legislation considered so urgent
at tlie beginning of congress is still be
fore Hie committees. The hearings that
have been granted for the purpose of
gathering information have been quite
Instructive and brought out some rath
er striking features, among winch may
be mentioned that tlu* Chinese govern
. ment thinks the United States is deal
; lug harshly with her people and that
! we would not do so If wo were not a
■ strong and she a weak nation. Now,
, all that China hopes for is that our leg
islation will not be offensive in its char
acter. Of course it was known that
j the people of the Pacific const were
! most bitter against Chinese immigra
| tion, but the testimony has shown tha‘
the interests of labor organization* n:v
| greater even than they were ten years
ago. Since that time they have felt
the competition of Chinese cheap labor
more severely tlmn ever. Another fact
of interest is that while the official roe
ords show that there arc lint iht.OOO
Chinese In Hip United Slates, the re
cent information at the treasury de
partraent shows there are about 3f>o.-
000. This means that during .'ill the
years the exclusion laws have been in
force tlie smuggling of Chinese into
Ibis counlry lias been going on at an
astonishing rale. Notwithstanding Hie
delays, some kind of a Chinese exclu
sion tiill will pass before the present
law expires In May.
They May Disband Now.
Several organizations < government
employees which were fornn ii for the
purpose of promoting legislation foi
themselves in the matter of increase oi
salaries might just ns well go < - t of
business since I’ae swe, ping order of
the president forbidding them from us
I ing their influence in such mutters. Foi
several years the letter carriers, the rail
way mall clerks, postal clerks and souk
other government employees have
maintained organizations for Hie sob
purpose of working for increased sal
Hides. Representatives of these organ
izations nre in Washington at every
session of congress, urging their claiins
for more money. At one time il was
proposed that ail of them should com
bine and bring pressure to bear which
congress could not resist. Whoever
was postmaster general at that time
Intimated that such a combination
would result in many dismissals, which
stopped the scheme.
House and Senate.
The determination of the h< use of
represents ties to assert Its preroga
tives and m.l allow tlie senate to en
croach upon it is interc-o.ing, even
though it Is largely a “moot” quasi ion.
There is no I. anger of the senate adopt
ing the reciprocity treaties. s.> tlie
question of the senate changing turlO
laws by treaty can::A I 1 • .light to
an actual to t. just now at leasl. lint
the point is that members of tlie house
begin to feel that the senate is tlie im
portant branch of the lawmaking pow
er, and the country is becoming im
pressed with the idea that the senate
does pretty much as it pleases and the
house is obliged to acquiesce. The sen
ate will be careful not to infringe too
far on tlie constitutional rights of the
house, but in the matter of actual leg
islation it will continue to hold the
winning hand.
