Hon. Emory Speer has designated
the Brunswick Daily News as the
official organ of the United States
Court, in bankruptcy proceedings, for
Otynn county.
PUBLISHERS NOTICE.
The News Publishing Company de
sires it to he distinctly understood that
all legal advertisements must be paid
for iu advance. We cannot afford to
devote our space to such advertise
ments and wait on the courts lor the
money.
In General Miles Secretary Long has
certainly struck a buzz saw.
Col. Machen is buying Glynn coun
ty property. The genial colonel and
his faith in this section will win out
yet.
Candidate Guerry’s campaign mana
gers say he will be the next governor.
Do campaign managers always speak
the truth?
If tne president accepts Long’s re
tlrement with regret he wtd lie the
only one who feels that way about
It.
The News is confident that our peo
ple will assist In making the coming
cane and cassava convention a great
success. Everybody can help.
Senator Gorman is evidently wait
lng for the democratic party to get
democratic ugain before he accepts
the leadership.
There ate nearly live thousand mil
lionaires in the United States. Tins
large number probably accounts for
the fact that money is scarce. They
have it all.
There Is no doubting the fact that
Brunswick Is on a steady ottwai l
move. Now industries are coming
here while those alien,iy established
are prospering. We call this a healthy
condition of affairs.
Pleasant Stovall, of tlio Savannah
Press, 1 throwing, somo pretty bou
quets at Judge Alfred J Crovatt and
the News thinks It is all deserved.
Judge Crovatt will no doubt be the
next senator from this district.
There are few people in the south
who sympathize with General Miles as
a general thing nut in justice to the
genera! as the head of the army of
the United States and in justice yp
the people of our country, General
Miles’ plan to end the Philippine war
Bhould be made public, says the Ma
con News.
The Springfield Republican (Ind)
says: "The president's letter to "My
Dear Mr. Rodenberg.’ saying. '1 accept
your resignation with regret, and wish
it were possible for you to continue on
the civil service commission,’ should
not be taken too literally. Not long
ago there was a certain New England
Sunday school that had a superintend
ent whom every one wished to get rid
of. Wnen the resignation finally came
there was a prompt and solemn ac
ceptance of it. accompanied, however,
by some teary resolutions which were
published in me ocal papers. 1 uese
proclaimed the intense and unmiti
gated regret of tile school at losing so
valuable, efficient and devoted a curis
tlon worker. If Sunday schools can
do that sort of thing, we must not be
surprised at seeing it done in the
white -ouse "
tortures practiced upon the ;
FILIPINOS.
An important question is being
mooted and It involves the character
of the American soldiers in the Phil
ippines. Charges of brutality have
been brought often but denied. It has
been admitted, however, that some
few soldiers have been cruel here and
there, but the army as a whole has
been all right. But evidence accumu- 1
iates showing that Filipinos have been :
tortured and many cruelties perpetrat
ed. Mr. Herbert Welsh, of Philadel
phia, writes a three column communi
cation that appears in the New York !
Evening Post setting forth what lias 1
happened in the Philippines in the
way of barbarities. It is addressed to
Secretary Root, and is an open letter.
He. gives at length the cumulative ev
idnee upon which he bases his belief
that cruelties have been practiced
upon the natives. He charges openly
and squarely that torture had been re
sorted to in the past. He insists that
it was applied to extort confessions
at least from April 25, 1900, to August
18, 1901, to an extent sufficient to jus
tify the „erm of "policy" applied to
the "water-cure” torture by one of our
officers of high rank serving in . e
Philippines.” He affirms that this
charge is amply sustained “not omy
by common soldiers and subalterns,
I hut by officers of high rank and re
pute. American school teachers an
American censored newspapers pub
lished in Manila —for all these are to
jday included in the list of those whose
I moral evidence supports my conten
, Uon.” He then refers to what is called
the water torture" and tells how a
, company enters a town or barrio,
catch some man—it matters not
t
I whom—ask him if he knows where
there are any guns, and upon receiving
a negative answer, five or six of them
throw him down, one holds his head,
I while others have hold of an arm or
a leg They then proceed to give him
the 'water torture,' which is the ills
tention of the internal organs with
I water. AUtff' they distend, a cord is
sometimes placed around the body and
I the water expelled,"
I ANOTHER CONVENTION.
1 The News is glad to chronicle the
fact that another cane and cassava
j convention will be held in this city
under the auspices of the Brunswick
board of trade on the 12th day o.
‘ April, 1!to2. We have had two con
ventions of this kind and both were
successful in every sense of the word.
| Among tiie prominent visitors will
be Hon. James H. Wilson, secretary
t
of agriculture, and l)r. Wiley, of tae
agricultural department. Following Is
the announcement of the hoard of
trade and the cane and cassava as
sociation:

,of wider planting of sugarcane, better
methods of making and marketing
syrup, and of the introduction of the
