Louisiana has a greater per cent, ot

southern state, though North Carolina
U a close second. Louisiana is the
most illiterate st to, counting the
whiles and blacks or both. The rec
ord of Norh Carolina is not unonvia
lile. Florida, one of (he poorest states
lias the lowest per cent, of whito it
literacy and also the lowest, per cent,
of colored illiterate;*. Mississippi,
wnich has a negro majority, makes
the host showing of any state with

of white illiterates being only 8.3,
while Tennessee's is 14.5. The <1 ift
