THE SOUTH AMERICAN TROUBLE.
Speaking of the Venezuelan trouble,
.the Philadelphia Press, a stalwart re
publican paper, says:
“If the reports that come from Car
acas are true, the destruction of the
forts at Puerto Libertador by the
British and Germans was a precipitate
act. and not defensible. But there may
be a different story.
"The report states that, word was
sent by the British and German com
manders at. 4: SO p. m. demanding satis
faction for the ill-treatment of the offi
cers and crew of an English vessel,
with the statement that bombardment
would begin at 5 p. m. if satisfaction
was not furnished. A reply could rare
ly have been expected in half an hour,
when bombardment began. That was
not. sufficient time even to remove
women and children. But the Teply
was in the hands of the Italian consul
ar, fi o’clock, though he had not. time
to communicate It to the commanders
of the allied fleet.

ing three miles from the fort, who
probably knew nothing of the bombard
