BRITAIN AND U. S. :
DEBATE DRY LAW
AT LONG DISTANCE
(By Associated Trots.)
Washington, May 11.—Groat Brit¬
ain and the United Stale:; ;ive engag¬
ed in H long distance debate over
prohibition, which steadily grows
more involved.
Beginning with the American pro
tesjt against the practice of British
ships supplying rum runners off the
American coast, the foreign offices
of tile two countries have maintained
a continuous fire of correspondence.
Just when Britain had promised to
help check up liquor shipments which
appeared to be destined f; r rum
runners, the sureme - court de reed
that British ships must be bone dry
Within American territorial waters.
This started reprises jai commons
and is expected to lead to extended
diplomatic negotiations.
Although Sir Auckland Geddes, the
British ambassador has had several,
conferences with Secretary of State
Hughes since the supreme court’s I
famous liquor decision, state depart¬
ment officials deny that he made!
representations against that section;
of the decree which prohibits vessels j
from carrying intoxicants within the;
three-mile limit.
The only point taken up, it
st ted, was the status of British ships
which left home port before the
crce and are not due in America until
after the decree becomes effective
June 10. Ambassador Geddes, it was
stated, asked that some provision be
made for these craft, mostly small
tramps without radio, who would not
lioar of the decree until they decked
But regardless of the state depart
mfiut disclaimer, formal protests from
Great Britain. France and Italy,
they have not already been made, are
likely to be registered in the near
future. In telling parliament that a
protest had already been made, Ron
aid McNeill, under secretary of for¬
eign affairs, may have been referring
to representation prepared Imt not ac¬
tually delivered by the ambassador
here.
Another international complication
is seen in the action of commons in
voting to permit introduction of a
bill making it compulsory for British
ships to carry reasonable supplies of
liquor for passengers. Should, the
measure pass. British ships would bo
obliged to violate either their own
laws or American laws when inside
the three-mile zone.
