Q. I have read several times that
In case Senator LaFollette is an in
dependent candidate for the Presi
dency that the election “may be
thrown into the House.” Will you
please explain this matter regarding
which I am sure that I am not the
qnlv person who is mystified?
A. The twelfth amendment to the
Constitution of the United States
K ovides the manner of choosing the
esident and Vice-President. The
Presidential electiors first meet in
their respective States and their
ballots for the President and Vive-
President are sent on to Washington
where the President of the Senate
supervises the count. The person
having the greatest number of votes
for president shall be President, "if
inch number he a majority of the
whole number of electors appointed.”
If none of the candidates have a ma
jority, then the House of Represen
tatives immediately proceeds to the
election of a President, and the selec
tion must be one of the three persons
who received the largest number of
electorial votes. In choosing the
President in this way, the Constitu
tion provides that “the votes shall be
taken by States, the representation
from each State having one vote.”
In case the House of Representatives
should fail to choose a President be
fore the fourth of March, then the
Vice-President shall act as President.
The Vice -President, in cases of the
election in the House, is subject to
the same rules as apply to President,
but if the House cannot elect by a
majority, “then from the two highest
numbers on the list the Senate shall
choose the Vice-Pi esident.” From
the fore-going it is shown that u
plurality vote of Presidential electors
does not elect. Therefore, n division
of votes in several States between a
Republican, Democratic and Inde
pendent candidate for President
would throw the election into the
House of Representatives, to be set
tled in the manner indicated by the
Constitution, as outlined above.

Q. What Is meant by Modernists
and Fundamentalists in religion?
A. The Fundumentnlist is one who
accepts the principle, rule, law, or
article which serve' as the ground
work of a system. Such a person ac
cepts the Bible story of the creation
and subscribes to the Scriptures and
to a creed. The Modernist believes
in creation by the process of evolu
tion, and discards the belief of origin
as based upon the Bible story. The
Modernist is an advocate of the teach
ing of modern subjects, in preference
to the ancient classics; hence their
religion is apt to differ in essential
ways from that held by Fundamenta
lists.
