PASSED THE GRIGGS Bill
Providing For a New
Division at Albany.
Washington, Feb,
House today passed the bill
Judge Griggs, providing for the
siting of circuit and
courts at Albany and the estab¬
lishment of the Southwestern
division of the Northern Judicial
Circuit, '~

The new division is to be made
up of counties from the Northern
and Southern districts, as follows:
From the Northern District, CLy,
Early, Quitman, Randolph, Ter¬
rell, Miller and Webster; from the
Southern district, Baker,Calhoun,
Dmgherty, Lee and Worth.
The bill provides that Judge
Nt wrnan shall hold terms of ccurt
at Albany on the second Mon¬
days in June and December of
of each year, Suitable rooms
and aocomodationa for the court
are to be furnished free of ex¬
pense to the government. The
clerk and marshal and other
officers of the Northern district
are to perform the duties going
with their office in ths new di¬
vision, provided that the court
if may appoint a new deputy clerk,

Colombia, not counting Panama,
is as large as California and Texas
combined and has over ten times the
population of Panama. An esti¬
mate made in 1881 puts the figures
at 3,600,000, exclusive of the people
of Panama. Bogota, its capital, has
been called “the Athens of South
America.” Its population ia 125,
000. The national university is lo¬
cated there, and the city has an ex¬
cellent library of 50,000 volumes, a

from the coast to the capital. One
