There is not much difficulty in
perceiving the sectional motive
of this menace to the Southern
states in regard to the elective
franchise. Whenever the ques¬
tion of the suffrage has come up
in the Federal Supreme Court it
has unitormly decided that the
qualifications for the elective
franchise are to be dealt with by
the several states. Hence the
covert threat of taking this ques¬
tion from the courts and turning
it over to party majorities in son
gre s. The Southern people are
threatened with a sectional and
racial issue over the suffrage in
the effort of Republican politi¬
cians to persuade the negro
they are his only friends, and
that the Democrats are his
enemies. There are thousands of
colored voters in the
states, and in order to retain their
votes the authors of the Chicago
platform do not scruple to raise
an issue calculated to inflame the
hatred of the negro raea
the white people of the South.

Taxation of Dispensaries.

of Georgia the question whethei

erated by a municipal corpora
tion should pay state and county
taxjand the decision, which will be
handed down within the next few
weeks, will be looked for with in
terest.
The case under consideration
went up fr'm this county and
was instituted by the town of
Whigham. There are three mu¬
nicipal dispensaries in this coun¬
ty, Donalsonville, Iron City, and
Whigham. Heretofore they have
all been paying taxes on then
property until recently Whigham
jinade the point that its dispen*
sary property, being public prop¬
erty, w’as immune, from taxation.
On the refusal of Whigham to
pay on that ground the county
authorities tmd execution issued
for 1903 taxes and levied on the
dispensary, wheteupon Whigham
applied for and obtained an in¬
junction from Tudge Spence re¬
straining the county from pro¬
ceeding further to collect taxes
on its dispensary. The county
being dissatisfied with Judge
Spence’s decision appealed the
case to the Supreme court, which
was argued this week. The po¬
sition the county takes is that
while the dispensary is the prop¬
erty of the municipality of Whig
ham, it is not public property in
the sense that would exempt it
from taxation; that is that it is
not the property of the whole
people, but is in the nature of a
business coming in competition
with others who are paying taxes
and licenses to a similar business.
In the Supreme court Col. II. R.
Terrell argued the case for the
town of Whigham, while Mr. Jo¬
seph Giipin appeared for the
county and Attorney General
