Council Proceedings.
Camilla, Ga., Feb. 6, 1905.
Council met iu regular session at coun¬
cil chambers.
Present Mayor Palmer, Councilmen
Watt, Bush, Perry, Patrick and Ben
net.
Minutes of previous meeting read and
adopted.
Petition of Mitchell County Fertilizer
Company asking for railroad crossing,
referred to street, committee.
On motion committee composed of M.
C. Bonnet, I. A. Bush and F. S. Perry
appointed to investigate books of clerk
and treasurer.
On motion committee composed of C.
E. Watt and A. R. Patrick appointed to
look into matter of funds, such as flues,
street funds, etc., collected by city Mar¬
shal Hilliard.
On motion salary of city treasurer fix¬
ed at one hundred dollars per annum.
On motion bond of city treasurer fixed
at three thousand dollars.
On motion license for billiard and pool
tables fixed at $1,000 per annum.
On motion hill posting license stricken
from the list of business license.
On motion ordered the dog law of the
town of Camilla be enforced.
On motion council elected the follow¬
ing officers for the year 1905, with the
salaries named; W. A. Faireloth, mar¬
shal. $50 per month, ,T. L. Cochran,
clerk, $15 per month, J. H. Scaife, city
attorney, $50 per annum.
On motion mayor’s salary fixed $15
per month.
On motion M. C. Bennet was unani¬
mously elected mayor protein.
On motion permission asked for to sell
whisky in bar-rooms in the town of Ca¬
milla for the year 1905, by Cochran &
Culpepper, Joe Stump and Sapp, Roberts
& Sapp, was granted.
On motion jiennission was granted to
Sapp, Roberts & Sapp, to sell whiskey
in t he north end of Berman’s building
provided there should be a solid wall
with no opening between the rooms oc¬
cupied by said Berman and Sapp, Roberts
& Sapp.
On motion mayor appointed Bush,
Ferry and Patrick finance committee.
Street committee Watt, Bennet and
Cochran. Sanitary committee Watt,
Bennet and Cochran.
On motion Patrick, Bonnet and Watt,
were appointed as waterworks and elec¬
tric light committee. It shall be their
duty to superintend the construction of
waterwork plant and electric lights and
to certify to all labor and bills in the
process of said work.
The following ordinance read third
time and adopted by unanimous vote:
An ordinance directing the issue by
the Town of Camilla, State of Georgia,
of bonds to the amount of twenty thous¬
and dollars ($20,000), and providing ton
the levy and collection of taxes for pay¬
ment of same.
Section 1. Be it ordained by the
mayor and council of the town of Ca¬
milla, and it is hereby ordained that
pursuant to authority conferred by the
Constitution and Laws of Georgia iu
that behalf, and pursuant to the result
of an election duly called and held, in
said town on the 13th day of October,
1904, there shall be, and are hereby or¬
dered issued negotiable coupon bonds of
the town of Camilla to the amount of
twenty thousand dollars ($30,000) for
the purpose of providing a net sum to bo
applied as follows: Seven thousand
dollars ($7,000) to be applied to the ac¬
quisition and establishment of an elec¬
tric light plant and facilities for lighting
said town; eleven thousand dollars ($11,
000) to be applied to the acquisition and
establishment of a system of waterworks
in said town and two thousand dollars
($2,000) to he applied to the discharge of
existing indebtedness of said town; said
bonds to bear date November 1st, 1904,
and to be issued in denominations of five
hundred dollars ($500) each, bearing in¬
terest at the rate of 5 1-3 per cent, per
annum from said date, payable semi-an¬
nually on the first days of April and Oc¬
tober in each year; the principal to be
payable as follows: $500 on the first day
of October, 1905; $500 the first day of
October, 1900; $500 the first day of Octo¬
ber, 1907; $500 the first day of October,
1908; $500 the first day of October, 1909;
$500 the first day of October, 1910; $500
the first day of October, 1911; $500 the
first day of October. 1912; $500 the first
day of October, 1913; $500 the day of
October, 1914; $500 the first day of Octo¬
ber, 1915; $500 the first day of October,
1916; $500 the first day of October, 1917;
$500 the first day of October, 1918; $500
the first day of October, 1919; $500 the
first day of October. 1920; $500 the first
day of October, 1921; $500 the first day
of October, 1928; $500 the first day of
October, 1923; $500 the first day of Octo¬
ber, 1924; $100) the first day of October,
1925; $1000 the first day of October, 1926;
$1000 the first day of October, 1927;

day of October, 1983; $2000 the first day
of October, 1933, when said bonds shall
be fully paid off. Coupons shall be at¬
tached to said bonds to cover the several
installments of interest accruing there¬
on; principal and interest to be payable
in gold coin of the United States at the
present standard of weight and fineness
at the office of the United States Mort¬
gage & Trust Company, City of New
York. Bonds shall be sealed with the
corporate seal of said town, and signed
by its Mayor and countersigned by its
Clerk, and the coupons shall be authen¬
ticated by lithographed signatures of its
mayor and clerk.
Section 2. Be it further ordained
that said several bonds and coupons here¬
by directed to be issued shall be of the
following form:

Know all men by these presents that
the Town of Camilla, County of Mitch¬
ell, State of Georgia, hereby acknowl¬
edges itself to owe, and for value re¬
ceived hereby promises to pay to
on the first day of October, 19-, five
hundred dollars ($500) in gold coin of the
United States at the present standard
weight and fineness, and further to pay
interest thereon from date hereof in like
gold coin at rate of five and one-half per
cent, per annum, payable semi-annually
on the first days of April and October in
each year on presentation and
of the annexed coupons as they severally
become due, Both principal and inter¬
est of this bond are hereby m&dy
at maturity on presentation to said
at the office of the United States Mort¬
gage & Trust Company, iu the City of
New York, State of New York.
This bond is one of a series of forty
(40) bonds, numbered from one to forty
inclusive, and all of like tenor, except
to date of maturity issued for the pur¬
pose of providing funds for the equip¬
ment and establishment of an electric
light plant and waterworks system in
said town, and also for payment of ex¬
isting indebtedness of said town to the
amount of two thousand dollars $(2,000)
pursuant to authority conferred by the
Constitution and Laws of Georgia in
that behalf, and pursuant to the

that this ordinance shall be iu full force
from and after itspassage.

adopted:
Be it resolved by tile Mayor and eonn
cil of the town of Camilla that a license
tax of $1,000* tor the fiscal year 1905, or
any part thereof, finishing 1st Monday
night in February, 1906, be assessed on
each 'wholesale and retail dealer in intox¬
icating liquors, wines, beers' and other
intoxicants, subject to the ordinances
heretofore or hereafter passed by said
Mayor and council.
Resolved, 1st, by the Mayor and coun¬
cil of the town of Camilla that the
Treasurer of the town of Camilla or such
other official of said town to whom the
bond money (known as water-works,
electric lights, and payment of indebted¬
ness of said town) be deqiosited by said
official, one-lialf in Bank of Camilla and
one-hclf in the Citizens Bank of Camilla.
Resolved, 2nd, That said Banks be re¬
quired to give bond with good security
in the sum of ten thousand dollars paya¬
ble to the town of Camilla for tlie faith¬
ful discharge of their duties as deposi¬
tories of said town and the faithful ac¬
counting for all the moneys deposited in
sand Banks by the official of said town
of Camilla.
Resolved, 3rd, That said funds so de¬
posited with said Banks shall be paid out
by said Banks on cheque drawn on said
Banks signed by the Mayor and counter¬
signed by the clerk of said town, attach¬
ing to said cheque a properly endorsed
voucher for tlie same.

Section II. Be it further ordained
that a license shall be issued by the
clerk of council for the above business
for the year 1905 and for any f ractional •
part thereof.
Section III, Be it further ordained
that before entering upon any of said
business, a* above set out shall procure
the above license and sliall register with
the Clerk of the Council and paying the
amount above specified, and if any per¬
son, firm or corporation enter upon any \ *
of said business without first complying
with this ordinance it shall be the duty
of the Clerk of Council to issue an exe¬
cution against such person or persons,
firm, or corporation, for which they are
liable, which said execution shall be
placed iu the hands of tlie Marshal of
said town for collection by levy and sale
or said Marshal shall make a criminal
case against said defaulting tax payer
and, upon conviction, he shall be pun¬
ished as prescribed iu Section 59 of the
Code, of Camilla.
Section IV. Be it further ordained ^
that the amount of said tax herein fixed
shall not be subject to change or altera¬
tion in favor of any person, persons, firm
or corporation.
Section V. Be it further ordained
that this ordinance sliall remain in full
force and effect until the tax ordinace of
the next succeding year shall have been
adopted.
Section VI. Be it further ordained
that all ordinances and part of ordinances
iu conflict with this ordinance be and the
same are hereby repealed.
Section VII. Be it further ordained M
that it shall be unlawful to transfer li- ( '
cense from one to another.
