GENERAL PRESENTMENTS OF
MITCHELL COUNTY GRAND JURY
Camilla, Georgia,

To The Honorable W. V. Custer,
Judge, Superior Court, Mitchell
County, Georgia.
We the Grand Jury selected and ser¬
ving for the October Term, 1925, of
said court, having investigated all
matters coming under our jurisdiction
at this term, beg leave to submit the
following report :
Report of Public Roads and Build¬
ings Committee.
This committee inspected as many
roads of the county as our limited
time permitted. We found a pole in
the middle of the public road leading
from Camilla to Newton, (Northern
route) belonging to the Baker County
Power Co., which is dangerous to pub¬
lic travel, as well as to the power com¬
pany, and we recopimend that the
same be removed, before the county
and the power company suffer some
liability from accident.
The roads and bridges of Mitchell
county are in good condition, and the
program of construction of concrete
bridges by the county commissioners
of roads and revenues is approved by
this committee, and we recommend
that all wooden structures be replac¬
ed with concrete as soon as practi¬
cable and consistent with business
practices.
With reference to the county con¬
vict camps, we found all of them in
good shape, so far as sanitation is
concerned. At Sale City Camp we
found property as show in inventory
marked Exhibit “A" hereto attached
and made a part of this report.
Property found at Pelham Camp will
be found in our exhibit “B” and the
property found at the Consolidated
Camp is shown in exhibit “C”.
There is a total of 41 prisoners in
the service of the county, all of whom
are apparently in fine physical condi¬
tion.
There are 12 paupers, 6 of whom
are members of prisoner’s families,
found at the county farm. The coun¬
ty’s poor are well fed and occupy
clean quarters.
The County jail is in good i-epair,
and kept in clean condition. The ap¬
proach to the jail however is in our
opinion dangerous both to the officers
and the good of State's interest. It
is too open and easy to reach from
the lower windows. We therefore
recommend that the proper authorities
of the county build a strong, high and
durable barbed wire fence around that
part of the structure used for prison¬
ers.
The court house is in better shape
from a sanitary standpoint and also

Report of Grand Jury Book Commit¬
tee for October Term of Superior
Court.
We have examined the various
County officers books and find that,
so far as we can ascertain, they are
kept in accordance with the law, and
we would like to make the
recommendations.
In the Ordinary’s office we find that
there are 55 active pistol toters li¬
censes recorded and that in our judg¬
ment a large per cent of them are
in accordance with the law. Some of
them with surety paying only poll tax,
some whose name not on 1925
digest and other flaws. We would
recommend that the licensing be done
in strict compliance with the law
that the present active licenses
canceled unless found to be done
th proper manner. We would ask the
Court to direct the proper

in our judgment sufficient and we rec¬
ommend that the Ordinary be

In examination of Tax
books we find that so far as we can
tell, they are accurately transcribed to
the Tax Collectors books and
neatly kept in accordance with
law. And that the Tax Collectors
books are also neatly kept and in ac¬
cordance with the law. We would like
for the Court to commend these two
officers on the fact that they added to
the 1925 digest about 6000 acres
land. We also find in the Tax Col¬
lectors office that the
fi. fas. to be about $4800.00 and we
lieve that a good percent of these can
be collected if the legal procedure be
followed without delay. We recom¬

the other officer’s that are supposed
to collect these fi. fas. We also rec
commend that the County Commis¬
sioners make settlement with the Tax
Collector as soon as possible for all
fi. fas in their hands as the State
Treasurer is calling on the Collectors
office for settlement.
We find that the County School
Commissioner books are kept in ac¬
cordance with the law, so far as we
know. And that he has the proper
approval from the County Board of
Education on each of his monthly re¬
ports.
In examination of the various Jus¬
tice’s records we find a great variety
of books. Very few of them being
up to date in matter of form. We
recommend that each Justice get the
new form from the Ordinary’s office,
as he has them on hand. We recom¬
mend that the County Commission¬
ers furnish each Justice with a new
Code as complaint has been made to
this committee in this matter. We al
also recommend that the County pay
the legal fees for keeping Vital Sta¬
tistics of the County as we believe this
to be necessary. Some Insurance
Companies will not pay death claims
unless they can get these certificates
from the State Health Officer. We
find this to be the case in some Ne¬
gro Insurance Companies. This works
a hardship on the Justice unless he
has some pay for it and he cannot,
under the law, demand a fee fi-om any¬
one for making these reports, except
from the County. We recommend
that the following be appointed as
Ex Officio Justices to fill vacancies
now in the county.

J. P. for Camilla District.
Mr. C. L. Joines to be Ex Officio
J. P. for Sale City District,
Mr. D. H. Abridge to be Ex Officio
J. P. for Pebble City District.
Mr. T. A. Maxwell to be Ex Officio
J. P. for Hinsonton District,
Mr. E. B. Mullins to be Ex Officio
J. P. for Baconton. Time out in De¬
cember.
We recommend that an Election be
called to fill the vacancy for Justice
of Peace in the 12th district.
■ We find that the Clerk of Superior
Court keeps his books neatly and rec¬
ords promptly all papers given to him
for that purpose.
We find the books of the County
Treasurer neatly kept and done ac¬
cording to law, so far as we know.

Recommendations.
We recommend that the pay of all
jurors and bailiffs be fixed at $3.00
per day.
We further recommend that the of¬
ficers charged with the duty of enforc¬
ing the laws governing the running
of automobiles and trucks upon the
pupblic highways of this county with¬
out lights, be diligent in the appre¬
hension and prosecution of such of¬
fenses. We also recommend that all
officers charged with the duty of en¬
forcing the automobile laws be more
diligent with reference to children un¬
der 16 operating automobiles upon the
streets and public highways.
We wish to thank the Hon. W. V.
Custer, Judge of the Court, for his
able charge upon the opening day, and
the many courtesies extended to our
body. We also wish to express our
appreciation of the able and courteous
services rendered by Solicitor General
B, C. Gardner and his able assistant
C. E. Crow while this body was at
work this term.
We further wish to thank all other
county officers for their ready and
prompt assistance to our committees
in making up their reports.
