Cow Ordinance.
Section 1. From and after
days after this ordinance is rati¬
fied at an election hereinafter pro¬
vided for it shall be unlawful for
any cow, bull, steer or calf, any
horse, mule, goat or sheep to be
at large upon any street, lane,
ally, uninclosed lot or park any¬
where in the corporate limits of
the town during any part of the
year between 6 o’clock P. M. and
6 o’clock A. M. and it shall be
unlawful for any of the ^bove
mentioned stock to be at large
within the fire limits of the town
at any time.
Sec. 2. Every such animal as
is named in the preceeding section
found at large in any street, alley,
uninclosed lot or park in any part
of the corporate limits of the town
at time forbidden, shall be taken
in charge by the Marshal or any
policeman or impounding officer
and placed in the city pound.
Notice describing such animal
impounded shall be posted by
either of the officers above named
three days in three of the
public places of the town, at the
end of which time if said animal
or animals are not claimed and
the expenses paid by the owner or
owners, it or they shall be sold at
public outcry before the city hall
door, the money arising from said
sale, after deducting the fees and
cost of impounding, feeding and
selling, shall be deposited in the
city treasury and turned over to
the owner of such animal when
called for with proper proof of
title. But if not claimed by the
owner within twelve months after
the sale, shall be appropriated to
the general fund.
Sec. 3. Should the marshal or

other officer above named be un¬
able to impound any of the ani¬
mals named in section 1 found
running at large at times and
places forbidden by this ordinance,
the owner of such animal or per¬
son having the same in control or
possession shall be notified, and
upon the failure of such person to
keep such animal or animals off
the streets, lanes, alleys, uninclos¬
ed lots and parks at any time
when they are forbidden on such
places shall be punished as here¬
inafter provided.
Sec. 4. It shall be unlawful for
any person knowingly to permit
any animal or animals named in
section 1 of this ordinance, owned
or controlled by him or her, to be

Sec. 5. It shall be unlawful
any person or persons to drive any
of the animals mentioned in sec¬
tion 1 from outside the
limits into the corporate limits,
and leave the same at large,
drive any such animals from with¬
in the corporate limits into the
city and impound the same, and
any person violating the provision
of this section shall be punished
as hereinafter provided.
Sec. 6, Fees for impounding
shall be:
For impounding each horse or
mule, $1.00.
For impounding each of the
other animals named in section 1,
50c. For feeding each horse,
mule or cow per day, 50c. Feed¬
ing each goat or sheep, 10c per
day.
Sec. 7. Any person violating
this ordinance, or any section
thereof shall upon conviction in
the Mayor’s court be fined not
exceeding$10.00 or confined in
the guard house or sentenced to
work on the streets in the discre¬
tion of the mayor.
Sec. 8. Be it further ordained,
That this ordinance shall be pub¬
lished once a week for 4 weeks in
the Pelham Journal and that after
said publication an election shall
be held at the Council Chamber on
Oct. 1st, 1908, to determine
whether this ordinance shall go
into effect. Said election shall be
held under the same rules and
ulatious as elegtion-a—Jar Mmym
and councilmen are held. Those
in favor of the ratification of this
ordinance shall have written or
printed on their ballots “Against
Cows” and those against ratifica¬
tion shall have written or printed
on their ballots “For Cows”. If a
majority of the ballots cast shall
be “Against Cows” then this or¬
dinance shall go into effect within
30 days thereafter.
Sec. 9. Be it further ordained
That all ordinances or parts of
ordinances in conflict with this be,
and the same are hereby repealed.
County Tax Levy Fixe f d at
$6.00 on the Thousand.
The county commissioners have
fixed tjie county tax rate this
year at $6.00 on the thousand,
which is the same as that for
1907 . This, with the 5 00 levied
by the state makes a total of
$11 00 on the thousand for coun
ty purposes, as follows:

Independent Telephone
Companies Meet at
Bainbridge.
A session of the Southern
States Independent Telephone
association was held at Bainbridge
last Thursday and Friday. The
convention which is made up of
the Independent telephone com¬
panies in southwest Georgia,
Florida and Alabama, was lame¬
ly attended, there being 16622
telephones represented.
Dr. J. G. Dean of Dawson was
elected president; W. N. Drake
of Pelham was elected secretary
and trc^orur; Dr. VI 7 . L. Moore
of Talli/i/assee, Fia., vice presi¬
dent of Florida; and T. E. Gurr
of Bainbridge vice president of
Georgia.
The ne&t meeting will be held
in Dawsrjn on the 4th Tuesday in
February 1909. The association
is organized for the purpose of
protecting and advancing the in¬
terests of the independent com¬
panies 1 ,. It is stated that by rea¬
son of their organization much
materi 1 benefit has already ac¬
