In some of ibo departments the pub-

clmioic h»nie of delay. In scarcely
one of them bus tho busines* been
kept up with and Imi.dlcd promptly
and propm ly, no mat ter how large
the force of subordinate official* and
clerks was. In some of the depart
ments tho business aft ho beginning
of the present administration was
said to ‘ c monili8 behind hand, and
bringing it up seemed to be a hope
le<H task. The trouble win what ti c
officials and employes of the govern
ment were expected to do a great
deal of political work, am? this had
to he done no matter how much
the public service suffered,
A notable instance of the effect*
of civil gervice reform is said to bo
visible in tho Patent Office. It is
stand that although the business lias
increased wonderfully during the
past year, that it is now being hand
led more promptly than ever, and
that it is probable that in three or
four month* all the business in at -
rears wijl have been disposed of, and
applications for patent* can then re
ceive immediate attention. This
announcement will he received wph
joy by the large class of persons in
terested in this important bu
reau.
Civil service reform a fleets the
public mi many important, respects.
It ir.creases tin* efficiency of the
public aarvice, tends to the introduc

gives con ii deuce in the integrity and
stability ot the government and in
the future prosperity ot tho country

Mr. Editor:
I wonder why it is that young (and
foolish) girls «;i!l behave so absurd)v
on the train as to call attention to
’heir conduct and make people
wonder if they had never been in
good society, or been on the trnln
before in their lives! Some girls
think it their duty, while travelling,
to make sport of' every thing that
huppciiKaipl think their pet t remarks
so annul that they are. convulsed with
laughter at the wit (?) of their jokes,
which no one appreciates besides
tlnunfiolvcs. I have in.mind an in
Htnueo that occurred on our Central
road during the late fair, which goes
-to pro vo that got nr girls who were
rot timing from the fair wore either
i,over in good society or arc lacking
in common son so and iiinato court©-
tv. A My in delicate hfiithh was
returning with her children, (otic of
whom was sick with a burning fever,)
to her homo cn the Central railroad.
This lady was compelled to have
fresh air for herself and child, ever,
though It were mingled with smoke
and dust. She hud paid Unjlvn seats,
Mr. Editor, and felt privileged to
ririso one window, though this snipe
lady dislikes to inconvenience any
ono wliijo trrvclling by keeping up a
window. It seems from snatches of
coiivet£u(ivn between the above
mentioned girls that they were ex
Itectiug their admirers to moot them
when they should reach their desti
nation ami greatly feared (hat the
smoke and dust .would spoil their
good;|ookfl.[(Botween you mid I, Mr.
Editor, they wore not Iron hied with
much beauty and it is n pity thut
they Jutd not thought of their man-
uerg.) They made several rude re
marks at tho lady for keeping up the
-window, notwithstanding one of
hoard .heard Iter explain to a
gentleman why tho window was rais
ed Tim lady (for this is one in every
sense of thu word) boro their rude
unladylike reinurks until near her
own ssntidti and then quietly remark
ed to the girls: “Youngladies, I do
not like cur smoko or dust more I halt
Von, hut I pud tuv child arostok and
compelled to have froslt air; I am
sorry to disturb von so, but 1 will
get olf at—and .then you cun
put down tho window.” Imagine
my surprise when I woof them broke
out into rude loud laughter, almost
in the lady's face. I was an eye wit
ness to lho whole affair and ki ow
whereof I speak. 1 did not tufeh the
names of any of the girls, except one
v\)lio was touted me, but I am
sure they do mil belong to our noble
old county, which euu # boast of some
of the fairest and nnhlosl blood on
this gVeon earth. If girls could only
knew how tidiculoua and illbro-l it
appears to ajooker on to behave as
theqe didi «t»d so many others do,
they would surely conduct themselves
with mure discretion on n train. He
havior on a train is as sure an index
of a person's raising as at a din* or
table.
* 1 say in conclusion that these same
girls would bo surprised if they onlv
kjitow vV l ho the lady was that'they s*
openly insulted, i only hope that
Time and experience will mend their
fanners.
