New state leader speaks at Homer

State representative-elect Michael Hardin
paid a visit to Homer Tuesday evening and
addressed tire city council during its meeting.
“I am going to be over here eveiy chance I
get.” said Hardin. “If you have something that
comes up short notice, give me a buzz and I
will be here.”
While tire meeting was more of a meet and
greet. Mayor Doug Cheek said that tire city
had suffered a “hiccup” after tire I.W. Davis
Corrections laborers were stopped from com
ing to Homer.
Hardin said that he thinks tire department of
corrections is attempting to overcome budget
deficits and has cut back in efforts to save
money.
Hardin also told tire council that tire first
thing on tire state’s agenda is tire budget short
fall in revenue and implementing a supplemen
tal budget that would “stop tire bleeding” as tire
economy rebounds.
OTHER BUSINESS
During Tuesday’s meeting, tire council took
tire following action:
•approved setting tire tax digest at zero,
•adopted a resolution on tire comprehensive
plan.
•tabled discussion of employee salary raises,
•discussed tire Christmas singing on Dec. 7
at 6 p.m. at tire courthouse.
•discussed tire Christmas dinner on Dec. 9.

William Lawrence Howell
Jr., 57, of Baldwin, died
Friday, October 17,2008, at
Northeast Georgia Medical
Center, after losing a battle
with cancer.
Born in Fulton County
on November 18, 1950, he
was the son of Dorothy and
step-father Merle Strange
Nelson of North Glen,
Colo., and the late Wallace
Lawrence Howell Sr. Mr.
Howell was preceded in
death by a brother, Robert
Howell. He was a veteran,
having served in the United
States Army in Vietnam,
and enjoyed camping and
spending time with fam
ily and friends, loved ones
stated.
Survivors in addition to
his mother and step-father,
include his wife, Helen
Howell, Baldwin; daugh
ters and son-in-law, Lauren
and Matt Jinks and Drew
Howell, all of Lilburn; step
daughters, Jamie Davis,
Turnerville, and Jeanne
Shook, Demorest; son, John
Howell, East Point; step
sons, Michael McDuffie,
Baldwin, Wayne Church,
Mt. Airy and Dwane Roach,
Maryville, Tenn.; brother
and sister-in-law, Stephen
and Allison Nelson,
Colorado; sister and broth
er-in-law, Debra and Jim
Keifer, Clermont, Calif.;
seven step-grandchildren;
and two special Vietnam
veteran friends, Ted Clark
and Eddie Forrester.
Memorial services were
held Saturday, November-
15 at Bethesda Fellowship
Congregational Holiness
Church.

Homer, died Sunday,

den illness.

Mr. Dills was the brother
of Clifford and Wanda Dills

Bill Brown
Bill Brown, 81, of
Commerce, died Friday,
November 14, 2008, at BJC
Medical Center.
Born in Jackson County,
he was the son of the late
Roy and Filla Ford Brown.
He was the retired owner
of Ed and Bill’s Photo
Shop and was a member
of First Baptist Church of
Commerce.
Mr. Brown was the father
of Brad Brown of Fula.

James Ernest Armstrong,
53, of Royston, died
Thursday, November 13,
2008.
Born in Miami, Fla., on
August 19, 1955, he was
the son of James Robert
Armstrong of Royston
and the late Nell Fraser
Armstrong.
Mr. Armstrong was the
father of James Robert
Willis of Homer.
The body was cremated
and the family will hold
a memorial service at a
later date.

The Banks County Board
of Education named Jason
McNabb as technology
director for the school sys
tem at Monday’s, Nov. 17,
monthly meeting.
The approval came after a
brief closed session to dis
cuss personnel and appeals
for out of county students.
OTHER BUSINESS
In other business at
Monday’s meeting:
•the board unanimously
approved the resolution on
the 403B retirement plan
for school system employ
ees. The board authorized
Superintendent Chris
Erwin to sign off on this
plan. Finance director Mike
Beasley said ING Direct will
be administering the plan
for the school system at no
charge.
•the board approved the use
of it facilities for tine follow
ing groups: Banks County
Fire Department, high school
cafeteria, end of year din
ner; and the Banks County
Chamber of Commerce, ele
mentary school parking lot,
parade line-up.
•the board approved a
request from Jan Bertrang,
principal, Banks County
Elementary School, to sell
Tanger coupons as a fund
raiser for the school.
•the board recognized sev
eral employees and students
for their achievements.
The next regularly sched
uled BOE meeting will be
held at 7 p.m. on Monday,
Dec. 15, at the board office.
Farm Bureau to award scholarships
Georgia Farm Bureau will award a total of
$14,250 in scholarships to ten high school
seniors who plan to pursue a college degree
in agriculture or family and consumer sci
ences, Henry D. Banks, Banks County Farm
Bureau president, recently announced.
The top three students will each receive
a scholarship of $3,000. The remaining
seven students will each receive a $750
scholarship. Students are eligible to sub
mit an application if they, a parent or legal
guardian were a member of Georgia Farm
Bureau as of September 1. The scholarships
are sponsored by the Georgia Farm Bureau
Mutual Insurance Company, in cooperation
with the Georgia Farm Bureau Women’s
Committee.
Applicants must plan to enter a unit of
the University System of Georgia or Berry
College during the 2009-2010 academic
year - to pursue an undergraduate degree
in agricultural and environmental sciences,
family and consumer sciences or a related
agricultural field. All applications must be
submitted by December 12. Scholarship
recipients will be announced in March.

obtain an application. A copy of the applica
tion is also available by going to www.gfb.
org and selecting GFB Programs, then Youth
Education and finally GFB Scholarships. All
scholarship applications must be approved
and signed by the Farm Bureau president of
the county where Farm Bureau membership
is held before submitting to the Georgia
Farm Bureau home office.
