Mr. Editor : —Has it ever occurred to you 1
that there is a great loss to many of our ciii- j
tens, and some of them, are those who almost ;
worship the almighty dollar, by allowing a mo- j
live power to bo spent for naught.
Why, by using ocononiy, and procuring first 1
machinery, all the corn used in our city, might .
bo ground, by tho waterpower lost to individu
als, who might turn it to some good account.—
When travelling in hilly countries, and view
ing beautiful water falls, of great power,leaping
from rook to rock, aud seeking tho great level,
I almost invariably begin to calculate what use
might be made of the force thus spent for naught
except perhaps to supply tho great reservoir of ;
nature.
lut when I sco such a motor wasted in our ,
level country, where natural water falls are
scarce} lain suprised that it has not been made
use of by the rightful owners. Many of them
aro able to purchase the most improved machin
ery, and little mills might be erected on the side
walks not to tako up more room than some ofthe !
porticoes, and steps—or they might be erected !
high enough for persons passing,to go under by .
bowing a little* or they could turn out as they
now havo'to do in some of our streets. It may be
said those fine water-falls are not private prop- :
erty, but belong to the city, because they are 1
outside of the buildings. If they belong to j
tho city, they should ho rented to tho highest ■
bidder, and the proceeds reserved as a sinking
fund to liquodatc the city bonds for clearing out
our sluggish river.
As they are managed at present,they are of lit- ;
tie use to any one, except to theso who cannot
pay tho washer-worn an.

had to make the water-falls for our own use, and j
now look at tho change in 40 years. We have ‘
over 100 for tho benefit of tho public in this !
single City. Our children ought to. have sub
lime ideas, for water-falls generally produce ;
grand thoughts. Sometimes they produce just I
the reverse, and that happens to my unhappy ■
lot, for I was bitten by’a mad dog when a child [
and over since I have had a dread of water- !
spouts when I have to go under them. llow does

Tho merchants of Norfolk, Ya., have
held a public meeting to consider “ the proprie
ty of changing some of their business rules aud i
regulations.” Among the topics referred to a
Commitee of their number for inquiry and fu
ture report, were—the propriety of establishing
n Exchange and Chamber of Commerce and
re establishing tho tobacco inspection and of i
changing the mode of selling corn from running 5
measure to weight.

Os courso we have, and a tip-top ono too.
Though wo are without a royal court, or even a i
hereditary nobility, we have, in all our Atlantic I
cities, a most capital aristocracy. At least wo
have plenty of people, which, we suppose, is the ;
same thing, who, by their airs, advertise that j
they aro tho aristocracy. Oh, yes, in spite of j
vulgar republican institutions, wo aro blessed !
with an aristocracy—indeed with three distinct
grades of of uristrocracy. First wo have those
who trace back their purity of blood for the im
mense period of a century ; but say nothing of
tho generation before, when they first appeared,
perhaps asredomptioners, perhaps as transport
ed convicts. These sport coats of arms, declare
that things here have become “shockingly levell
ing praise Nicholas of Russia for putting down
tho canaille; boast that none of their males
have ever worked, or their females married me
chanics, and generally end by emigrating to Eu
rope, where they toady to every counterfeit ,
baron, aro ready to black the boots of genuine j
princes, and fall into ecstacies if a king speaks
to them at a levee, or an heir-apparent ogles
their wives at tho opera.
Theso are tho full-blown butterflies. .We have ;
also a second class, parvenus they aro called by
the others, w’ho inherit woalth accumulated J
since the revolution. Their grandfathers or
fathers were hard-working, honest, downright j
sensible men, who would havo left their fortunes
to build colleges, if they could have dreamed
of the follies of their descendants. This por
tion of our aristocracy visit Europe always once ,
in their lives, and often twice or thrice ; talk i
continually of Paris, and aro as critical about
tho exact moment when a particular wine is to i
bo drunk at dinner, as if the success of some
great chemical experiment depended on it. ]
Thero is still a third class of our aristocracy,
which is composed of those who aro making
their fortunes; who aro known by their speak
ing continually of their intimacy with “tho best
society,” meaning the'other portions of our bless- j
cd aristocracy. All theso classes unite in look
ing down on tho rest of society, in speaking
superciliously to them, and in*aping generally
tho manners, real or supposed, of the aristocracy
school. They resemble tho pure article, it is
true, even loss than mock-turtle does real tur
tle : but we poor republicans must not be fasti- i
dious, aud doubtless, wo supposo, ought to bo
thankful for even such a tinsel aristocracy.
But to drop this tono of banter, and speak
seriously. What nonsense to pretend to an ar
istocracy, in the sense in which tbeso apes of
foreign manners use the word, in aland of equal
rights like this ? Before tho law wo are all ,
aliko. Wealth may, indoed, confer some dis
tinction on him who first earns it, for generally,
in such cases, it is a proof of merit ; but wealth
gives no honor to him who inherits it, unless so
! far as he employs it wisely. And iu this light,
we are glad to bear testimony? even the mass
of meu of fortune regard it. Tho snobbishness
which uifects to belong to “the aristocracy,’’ is
confined to but tew of our wealthy families. In
a country like this, indeed, where one genera
tion rises from nothing, how eminently absurd
to talk of an aristocracy.
There is, however, a sense iu which an aris
tocracy exists among us, but it is in a far dif
ferent one from this. Tho true aristocracy’ is
found with the intelligent and worthy, wheth
er rich or poor, literally “tho best,” and these
are tho men also who “rule.” For their sound
I opinions, and the influence of their superior
characters, would instantly silence all who
j came in contact with them. You will find theso
members of nature’s aristocracy among think
ing mechanics who advance their art, enter
prising merchants who develope their city; far
sighted manufacturers, judicious philanthropists
and public spirited and virtuous individuals
of all descriptions. Wo all know noblemen, by
heaven's free patent, who belong to this aris
ocracy. And most of us, too, cun belong to it
