History of the Difficulty between
France and the Sandwich Inland*.
The Courier D#i K:-*af Unis oomplains of the

Sandwich Island.*. According to the Courier,
the pretensions of the French ure limited to a
demand of indemnity for losses, and of inodifl

Courier quotes a statement of the affair. written
by its editor for the Phare of the 28th May, j
1351:
“In 1317, tho French resi lent* of the Sand
wich Inlands suffered serious injury, both in
person and property, front the natives. At the
same time the Hawaiian government laid an
exorbitant duty upon our wines and brandies,
and deprived our whalers of tho privilege of re
prov: uuuing our vessels or barter, par mi,
d'eekange,) which they had always enjoyed.
This was a double violation of the existing
treaties, which guaranteed security to French
citizens and missionaries, and the admission of
French products under suitable conditions.
“M. Dillion, the causal ! France, had but one
line of conduct to follow : ho protested against
the attack made upon our countrymen, and
against the prohibitive duty on brandies ; and
demanded an apology and indemnity for the
losses, and the immediate repeal of tho tariff.
But either from negligence or obstinacy, or per
hapa from instigations whose orign wo need not
investigate, the Hawaiian government showed
anything but zoal and good will in giving us
the required satisfaction.
“Two years passed in useless correspondence.
At last, in Ni'.M. Dillon, despairing of re
dress, struck his flag, and went on board of a
sbip-of-war, which had arrived to back his
claims, lie then sent in his ultimatum, and the
answer not having been received at the time l
appointed, he opened a tire on a small fort, dis
mantled it, and seized and hold for some hours
two ships which were lying near it.
“After this demonstration, the French vessels
sailed away, in the hope that tho insular aufhori- ,
ties, intimidated by the uoimnoncement of hos
tilities, would make up their minds to yield to
their demands. But nothing came of it, and j
after two wars more of futile negotiations, we
again lind tho French fleet at anchor before
Honolulu, to signify a last ultimatum, accom
panied by tho threat of a blockado in enseal
satisfactory answer was not sent in by the 20th
of March, at the latest.
“This time, tho French government m do on
additional demand. It required that its repro
flentative should have a position equal to those i
of tho United States and of Great Britain, who
have obtained a voice in the Council, and fre
quently a preponderating influence.”
“Since then,” adds the Courier, “two years

the part of tho llawaiians. If, after this delay
of six years, France returns to her position of
1851, she is doubly right.”
Tho Courricr, moreover, although denying
that France has any annexing intention fow.ir I

by tho American press, “which preaches up
every morning the annexation of Cuba.” It

object—to hasten the work of annexation of
