Its daily reports have won over even tho most incredulous to an admission that science has made oonsidorublc advances in prog nosticating tho state of tho leather, aud have raised high hopes that greater pro gress will soon bo made iu tlmt direction. I j n th e 40th ftn d 42d Georgia Reports, that j yj in criminal cases the jury must take tho law as given them iu charge by the Court, thereby denying to the jury their lawful rights to ditTer from the Court as to tho law. Section 1. Be it enacted by the General Asaembly of tho State of Georgia, That the decisions of tho Supreme Court above recited are not the law ; but on every trial for any crime or offence in this State, the jury shall be judges of the law and the facts, as hold and decided by tho Su preme Court of this Stato prior to the said recited decisions. Sec. 2. Be it further enacted, That on the trial of oil criminal coses, the counsel shall have the right to read aud argue the case to the jury. Sec. 3. Be it further enacted, That all laws in conflict with this act aro hereby repealed. Muscogee. A much grieved and seedy individual, calling himsolf Thomas King, made an attempt to blow up tho Kellogg Legisla tive house, nnd the members with it, on Saturday last. Wouldn’t it have been awful if he had succeeded? He took a keg of gunpowder, covered ho as to dis guise it, into the Senate chamber, put it down ou the floor, and was striking a match to sot off tin* powder when he was arrested. This while the Senate was in session. He had born iu the city several days, lobbying in behalf of u claim which he presented against tho parish of Pla quemines, but obtaining no encourage ment from either tho Governor or the Legislature, ho swore in his wrath that he would make things lively for tlqnu ; and that's Hie way he was about to do it. He was arrested and committed to prison. We heard one of our principal cotton buyers expressing surprise, tho other day, at tho fact that Columbus is nnd has long boon tho best market for the sale of cot ton in the Mouth, considering its locality Ho did not know howto account for it. Neither did wo ; but wo see that tho Fay etteville, N. U., Eagle claims that its city is tho best cottou market in North Caro lina, and Rays, “the factory demand here, alone, is suflicient to make our prices better tluyr elsewhere." If this bo so (and we see no good reasou to doubt Jt). it will help to show why Columbus is so good a market, and it will givo an idea of the great bouetit to tho planting interest that may reasonably be expected to result from the large increase of cottou inauu factoring at tho South. —It is said that Caleb Cushing was re jected by tho United States Senate no less tbau twenty-seven successive times, wheu nominated by Tyler for Secretary of the Treasury. So that ho ought to be used to it. —A special to the Baltimore Sun states that the Federal State Department had between $225,000 aud $250,000 iu tho hands of Clews, Habieht A Co. at the tiiuo of their suspension, aud this amount will probably bo entirely lost to the Gov- eminent. —It is now charged that Judge Waite, tho new Chief Justice of the United States, was a “copporhoud” during the war, ami voted lor McClellau in 1M>4 ! It strikes tho most casual observer that a constitutional catechism class for the members of the Legislature would be a good tbiug, aud save the State much mon ey. At tho present length of its sessions it costs the State about $200 per hour to run the House ; so it bloods fearfully tho tax payors^jf tho Stato to have some Sol omon conaQnie thirty minutes with some pot measure which must finally come to grief on account of its conflict with tho Constitution, Gov. Smith, it is said, will veto, upon constitutional grounds, tho bill providing tho manner of issuing county and munic ipal bonds, if it passes. Tho Constitution convoys to tho qualified voters of corpor ate towns and citioB rights which are re stricted by tho bill, which, however, has many features of excellence. While on constitutional matters, I will repeat that tho hill repealing Stato aid does not affect those railroads whioh havo rights vestod. Tho unpopularity of this pernicious policy naturally suggests a sweeping bill; but tho veteran Senator, Dr. Matthews, framed the bill aooording to law, and not iu answer to public clamor. THE GENERAL HILL referred to in my previous letter has not yot been introduced. Why, can bettor be explained by the Representatives of tho sections at interest than your correspond ent. Tho sections which are on the Hues of enterprises which are destined to con nect Chattanooga with tho Gulf. Several members who have seen tho bill pro nounce it eminently practical, and seem Auxious to havo it printod, that its merits may be soon, and express considerable impatience at tho delay iu its introduc tion. Quito a number of bills were with drawn, among them soveral regarding Solicitors General. THE GREAT CANAL. The House offered tho Hull to-night for Col. NY. 11. Weems to inuko an address tho Atlantic and Great Western Canal Ho showed that tho canal constructed from St. Louis to Savannah, would bo 120 miles shorter than any other route from tho West to the seaboard, aud that its cost would bo twenty-five million dollars. Capitalists will furnish the money. They have agreed to do so if the General Gov ernment will guarantee the interest on bouds. Grain can bo laid down at Savan nah from the head of the Mississippi Val ley at twenty-live cents per bushel, when wo have a direct water lino. He showed the great advantages to Georgia. He makes uu able and convincing spoeoh. While on this subject, we may add that it is asserted that the friends of the 14ai- rord route, through Florida, havo given up tho coutest, and a bill is now ready aud will soou bo introduced iu both houses of Congress, extending aid to the Atlantic and Great Western Canal, aud providing for the clearing out of the Ten nessee, Ocmulgoe and Cooaa rivers.
