Telegraphic mention has been several times made iu onr columns of tho prac tice of the Fnitod States war vossols near Koy West with torpedoes, <tc. Tho ren dezvous «>f a number of the irou-clads and other vessels of tho navy was ordered with a view to n test of tho facility with which they could be mnim-uvorod iu an ongng mioni; us well as the efficacy of the torpedo as au instrument of naval war fare. The evolutions of the vessels are reported to have been very satisfactory. Tho torpedo was also shown to bo a won derfully destructive agent, but not always reliable. Tht-so aro not tho otllciul re ports, which have not yet boon made pub lic. Of tho practice with the torpedo, the New York JJirald says: “ In the ex periments with tho torpedo, the couutry has never boon furnished with a more complete exhibition of the destructive ca pacities of this submarine projectilo, as it is now known to military and naval science. Now that Sintauta, the Kiowa chief, U reported to ho on the war path again, the question who effect'd his release, with eome of 'he consequences thereof, is mado tho subject of epiitolatory contro versy between ei-Governcr Davis and Genoral Sherman. It appears to have comiuencod with u remark of the Geno* ral, made to the Military Committee, that bo would not shed a tear if Bantanta should catch aud scalp Governor Davis. This raised tho Governor’s bristles, and ho reminded Sherman that it wss Presi dent Grunt who procured the reloase of Hantauta; that when Grant first requested tho release of the Kiowa chief, he (Davis) objected, but was finally induced to do so, ‘to save the pledged faith of the Presi dent and tho United States Government " (from which it appears that President Grant had been uoling as Governor of ,s—de facto, we suppose—and in this capacity had promised pardons to Bantan ta and Rig Tree). Davis says that ho not only pardonod them reluctantly, but thut ho did so iu reliance upon five solemn promises made to him by tho President, which promises have not been kept! Bo it appears that I10 “saved the plighted faith of the President," but when it came to tho President’s tirno to observe plighted faith, it wasu't saved worth a straw. This is a pretty heavy insinuation for a Repub lican to make; aud a carpet-bagger at that! Sherman replied that Davis was tho re sponsible man ; ho took no notioo of tho latter’s charge of tho blarno upon Grant; and he abated not to the extent of u sin gle hair the pious wish thut Bantanta might g^t Davis' scalp. Rut ho tried to wilt Davis with the reminder that ho (Sherman) had pnt bis own lifo in joop- ardy to seo if Bautnnta did really moan war, and that he would not do it again. Certain local journals ridicule the man's conduct, but wo aro not sure that the general com mingling of orntory und pie in our legis lative halls would not be an excellent thing. A good many of our Congressmen, for instance, are much more efficient as consumers of pio than as legislators, and if we could induce them to talk loss aud eat more, the session would be shorter, tho bills for printing the Congressional Jtrrord would be smaller, there would he 'ess suffering among constituents who ’low have speeches mailed to them, und the country would not be humiliated by ho great a display of ignorance and incapacity as is now made constantly in tho Capitol.—Phila. Jiulle- lin. —The House Committee on Agriculture bus reportod adversely on tho bill for tho exchuuge of cotton seed with tho Egypt ian government, for tho reason that the Egyptian seed does not suit tho climate of our Southern States. Sumo years ago a largo quantity of tho Egyptian seed wus distributed hy tho Agricultural Depart ment in all the Southern States, and in all it failed, both iu quality and productive ness. The Commissioner of Agriculture says that, as far as known, no country produces cotton or cotton soed equal to ours. In proportion to pop ulation, tbero aro as many criminals iu a small town as a large one, aud thieves, under tho mask of friendship, are as apt to prey upon others, in tho case of a fire hero in Columbus, as they would in Now York. Long before tho firemen woro ready to work tho building was swarming with men, who bolongod to no organized city force. A Jacksonville correspondent of the Savauuah Advertiser gives some informa tion conoeruiug that terra incognita, Southorn Florida, derived from a “mighty hauler,"Dr. 8. O. Ferr)’, who has been sportiug iu the everglades.
