WasHmoTon, April 28.—The House has appropriated $90,000 to purchase rationb for the distressed people suffering from the overflow in the lower MUaiasippi. The Judioiery Committee has been au thorise 1 to 'taka testimony looking {to the impeachment of Judge Story of Atrkimm. The Committee on Ways and Means was instructed to enquire whether an ofllcer of the New York Custom House visited Washington to eeeure oorrupt leg islation. The Legislative Appropriation Bill wee passed. The amendment to it, striking out the items for the assay office at Char lotte, N. C., was not agreed to in the House, so the items stand. Senate Aloorn presented a memorial of the State Grange of Mississippi in favor of Fort St. Phillips Canal. Beferred to Committee on Commerce. The Judiciary Committee reported ad versely to many disability bills on the grounds that no petition aeoompanied them; also, favorably on a number, in cluding Fitzhugh Lse and Dabney H. Maury. A long controversy ooourred over the veto. A vote as to whether the bill should pees, notwithstanding the veto, was 80 to 24—not two-thirds—and the bill was lost Adjourned. Edmunds, of Vermont, from the Judi- oiary Committee, reported favorably on the bill to remove the political disabilities of H. H. Sibley, Tbos. M. Jones, Dab ney H. Maury, Van B. Morgan, Fitzbngb Lee, of Virginia, John Julius Guthrie, of North Caroline, Wm. G. Jones, of Ala bama, and 0. D. Anderson, of Texas, all of which were plaoed on the oaleudar. He also reported unfavorably on tbs bill to relieve the political disabilities of J. W. Bennett, of Maryland, John Forsyth, of Alabama, George Pioket, of Virginia, Daviso A. Telfair, of North Carolina, and Baphsel Semmea, of Alabama. The most of these bills did not have necessary petitions from parties named, and the latter ones the Committee was not dis posed to consider favorably. Any how the Committee was discharged from their farther consideration. Waatalngtom Notes. Since yesterday morning not more tban|fifty depoiiiorsof small amounts have applied to the Freedmen’a Savings Bank for withdrawal of funds. In all other re spects business in progressing as usual. Tbe President has proclaimed the rati fication of the Extradition Treaty with Salvador. The new Postal Treaty signed. An un important Cabinet meeting. Nominations: James B. Brougham, Surveyor of Customs at Velasoo, Texas; John Detriek, postmaster at Calvert, Texas. The House Judiciary Committee to day adopted the majority report of the Sub Committee against the prayer of the South Carolina Memorialists. This report will be submitted to the House the earliest possiblo moment, referred back and printed for the purpose of giv ing Eldridge an opportunity to make e minority report, wbioh will recommend the commission to investigate the condi tion of South Carolina. Mr. Sloan appeared before the Com mittee on River and Harbor Fortifications to-day, and succeeded in getting addi tional appropriations for the Bavannah river obstructions, and for a survey of the Raiford Water Line. The disability of Gen. Henry H. Sibley, of Sibley Tent noteriety, was removed to-day. Col. By recent enactment of the legislature, any person who hss a Diploma from an Incorporated Medical College Is authorised to practice Medicine within this State. All other praotltionera are required to obtain a license from the Board of Phyticiant, which will be granted only after passing a satisfactory anam ination before said Board. All Apothecaries and Druggists are also required to appear before tbe same Board for examination touching their knowl edge of Drugs aud Phsrmacy. If found competent, license will be Issued authorising the holder thereof to compound end sell Mediciues. "No person-shall vend or expose for sale any Drugs or Medicines without obtaining a license therefor." See Code. Douglass, the President of the Freedmen’s Savings Bank gives the fol lowing assurance, and requests that it be telegraphed: Depositors need give them selves no uneasiness, and should not dis- pogp of tiioir interest at a sacrifice. His officials assure him that, if depositor* will be patieut for a very short time, the bank and branches will be able to pay dollar for dollar. A heavy run on the Freedmen’s Savings Bank here to-day. At first, depositors were paid in fall, but as the ran contin ued the Bonk paid the letter 20 per cent of deposits end required 60 days notice for the balance.
