The foregoing remarks are ooofloed to the State of Louisiana and to the sugar intereeta of the State; but the cotton and rice planting interests have to be oonaider- 1 also. . If we undertook to examine the ootton interest it would be necemary to begin the examination of the overflowed ooun- try above Memphis, and ail the tributa ries of the Mississippi in the Southern country. The sugar crop of Louisiana will prob ably be out short one-third by the floods, and the ootton will no doubt be lemoned 800,000 by the floods and rains np to tha present date. This extract of a latter just received from Monroe, gives further confirmation of the gloomy story: “Everything at a stand-still np here.
