It provides for a commission of three per sona, to be appointed by tha President, by end with the advice and consent of tha Senate, to adjudicate tbe oases whioh may be presented. The tax moneys ere to be refunded to the parties who eotnally sus tained the burden of the lax, or their le gal representatives, and the judgment or award ta to be baaed on the established principles of equity, as held in the high eat oourta of chanoery in this eouotry in title oases. Bonds of $500 end $1,000 ere to be issued, payable at the end of forty yean, io gold, from dote of judg ments, bearing intaoeat at 4$ par eent. per annum, end to be celled ootton bonds. The undertigned propoeet to publish, in a volume of 150 or more payee, a work under the above title, covering tbo period from tho eelection of the locality for a “ trading town,” in 1827, to the capture and partial deetruetion of the city by the Wileon Said, in 1865. The incident* mill be derived mainly from its newspapers, which will be gleaned for thie purpose with much care. It ie believed that most qf our oitixent would like to have tuck incidents in thie compact and convenient form, and will encourage the undertaking to the extent of the mail amount asked for the work. Each chapter will contain short biographi cal sketches or notices of the principal citizens mentioned in it, who have since died. The volume will also embrace full information concerning the churches, factorise, dee., now existing. We do not propose to publish thie compila tion with a view to making money, as the email price asked for if will show. But at the same tune we do not want to lose money its publication, and therefore we with to limit the number tf copies printed to the de mand for the work. With this object in view, we ietue this prospectus, inviting that who detire copies of the volume to tend in their names The price will be one dollar per copy for a pamphlet hound volume, printed on paper like the specimen sheet issued.
