proposing the following as an amendment
to tbe Constitution:
Article Hi.—If any State shall fail to
maintain a common school system under
which all persons between the age* of 8
and 18 years, not incapacitated for the
same, ahall receive, free of obarge,

may prescribe, the Congress shall have

and require the sama to be maintained at
