which he bpd with Senator Join* of Ke-

asking a copy for publication. This Gen.
Grant famished, end we copy it below.
I It to, as everybody knows, very unusual

tempt to influence or forestall the aotion
of Congress. In this case the coarse of

in view of the faOt that the

its labor*; and for the Executive to give
publioity-to bis opinion, from wbieh be
will only deport in the spirit of harmony

‘MKMOBAMlnt tf VIEWS ENTERTAINED ON
THE HUMECT OT DKSMABLg LEGISLATION
ON THE FINANCES.
“I believe it a high end plain dntyto
return to a specie basis at the earliest
praeUnable day, not 1 only in compliance
with legislative and party pledges, bat ss
a step indispensable to hurting national
prosperity. I believe, further, that the
time baa come whon this can be done, or
nl least begun, with leas embarrassment
to every breach of industry then at any
future time after resort bsa been had to
unstable and temporary expedients to
stimaUTo nnresl prosperity and apeoota-
tion on basis other than coin as the re
cognized medium of exchange throughoat
the commaroial world.
Tho particular modo selected to bring
about a restoration of the specie standard

fixed when ourrency shall be exohangea.
hie for ooto at par and the plan adopted
rigidly adhered to. It is not probable
that any legislation suggested by me
would prove soeeptablo to both branohes
of Congress) and, indeed, a fall discus-
sion might shako my own faith in the de
tails of any plan I might propose. I will,
however, venture to state the general
features of the aotion which seems to me
advisable, the flnanda! platform on which
I would stand^and any departure from
whioh would bein a spirit of ooneession
and harmony in deference to conflicting
opinions.
“Fir»t—I would like to see the legal
tender clause, so called, repealed, the re-
peel to take effect at a future time, say
July 1,187&. This would cause ell con
tracts made after that date for wages, sales,
So., to be estimated in coin. It would
oorroot our notions of values. The spe
cie dollar would be the only dollar known
as tho measure of equivalents. When
debts afterwards contracted were poid.in
enrrenoy, instead of calling the paper dol
lar a dollar and quoting gold at so much
premium, we should think end speak of
paper as at so lunch discount; this alone
would aid greatly in bringing the two cur
rencies noar together at par.
“Second—I would like to see a provi
sion that at a fixed day, say July 1, 1870,
ths ourreuoy issued by the United States
should be redeeuiod in eoin on presenta
tion to any AssiHtuut Treasurer, and that
all the curreney so redeemed should be
osnctlled, and nf ver reissued. To effect
this it would be uocossary to authorize the
issue of bonds payable in gold, bearing
such interest ss would ooummud par in

provide ooto to meet demands on the
Treasury for tha redemption of its notes,
thereby diminishing the amount of bohda

or United Btatca notea.
“This would fores redemption on the
optional banks. With messnrss lira

WILgir CONTINENT A MYTH.
It will be remembered that aboat thirty
yean ago Captain Wilkas, of a Called
States eijflorlng expedition, nfcfcted that
be had discovered a continent in the
sooth peter regions, aad it baa been
faintly represented on the maps of those
regions ainoe that lima. Ha reported that
he discovered this tend to let. 60 deg. 80
m. sooth, and soiled to sight of It for a
considerable diltanee (several hundred
miles, we believe); hot that it was an on.
broken, ioe-boond coast, which hte vessels
could not toash or sntar; that tbs tend,
covered entirely with snow, towered fee
above ths ios barrier of the ooest, aad
presented an uncharged appearance while
they were in eight, bnt that the weather
was pert of the time miity^and they had
to etend off for safety. In trying to get
round to the westward of this supposed
lend they eaeoontored stormy weather,
whioh defeated farther exploration* at
that time. Bra think that abont ths Mine
time the oBoore of a Frenoh vassal also
reported the eight of land in tha same
quarter.
Lisot. John Hinas, of tbs British ex
ploring ship Challenger, has addnased a
letter to Dr. Hayes, to whioh he pro-
nounoev Wilkes’ aootinaot o delation.
He gives a particular report of hi* explo
rations in the asms quarter, showing that
ha penetrated about ons hundred and
twenty miles farther south than Wilkas
did, and to about the same longitude, and
sow no tend, but immense mountains and
peck* of ice. He appears ta have sailed
direotly over the locality to wbieh Wilkes
supposed that ha mw land, and found
nothing but water and too. Ha attributes
Wilkas’ delusion to tha existence of im
mense fields of peek iae, rising to a great
height, at the time of his exploration, and
to tha difficulty of a naar approach.
Lieut. Hinas reports, however, tha sight
of great numbers of whatee aa far south
as he went. This report will no doubt
Induce American whaler* to path their
voyages farther south than they have
beam to the habit of going, and if there
is any land where WUkM thought he aaw
it, they will again find it. But we regard
LienL Hinas' report a* settling the ques
tion. He visited Kargusiin island, sever
al degress north Of the aonthern limit of
his voyage, and found three American
schooners, all from HAW London, Conn.,
there and at Hearn tetend, after whales.
Many sea birds, a taw seals, and an toon-
denes of wild cabbage, bat no vegetation
of a larger growth, ware found on tho
island.
Though this report appears to do away
with Wiikea' antarotio continent, it ,by no
means follows that there is not a conti
nent of large islands nearer the south
pole. On the contrary, the appearance
of mountains of ice atrongly indicates
land in that direction, for these immense
and towering masses most have been
formed on land and praeipitated by gla
cial movement into the sea. The farthest
point reached by either Wilkes or Hines
falls far short of aa hear an approach to
the aonth pole as several explorers have
made to the north pole, ana what may
exist in the frigid exponas of twenty-odd
degrees yet unexplored between the limit
of their researches and tha poles can only
be inferred from the known facte con
nected with the formation of ice-bergs.

S ad would, in my judgment, work less
srdship to tho debtor interest than is
likely to come from patting off tha day of

C resent financial system was brought in

“I would further provide that, from

be strength given to too country ngainst

failure of erape, or any other cause, by
keeping always in the hands of toe people
a l*rga supply of the precious metals.
With all smaller transactions conducted in
coin many millions of it would bo kept in

frgas leaving the country. Undoubtedly
spooler currency will always drive the
