A dispatch from Kanooa City, !)<! inet.,
(•port* “choirs new wheel floor offered
on 'Chugs ot 98.16 par hundred, bnt no
uiee.” The prospect of mooh cheaper
floor is still eooonraging.
Dsptrrr CotnassioNiss of the Doited
States serrlce arrived at Aostin on the 8d
iostsot, with siztj thoossnd young shad
far atoektng the Tessa waters. They pot
twenty-five thousand in Clear Creek, a
beaotifol tribatary of the Brasoe.
Wo regret to learn from the Atluta
JVewc that Hr. Frank Kneed, son of Ool.
J. S. Sneed, eommitted suicide at or near
Dahlonega a few days ago. No partioo-
lara hofVJieen received, bat the aoooaota
eent leave no doubt of the troth of the
report.
A mnori of Ceonty Democratic Con-
ventioos wera held in Alabama on Satur
day last. The general disposition mani
fested to suppress all personal predilec
tions or prejadioea for the good of the
caoae and the redemption of the State, is
highly enooocaging.
Tax (trend Jury of New Orleans has,
after looking into the matter oarefolly,
presented true bills against Polioamen
Lynch ud Booh tel and Hoolihao for
highway robbery, in aeiaing the Bulletin;
and against Superintendent of Polios
Badger ud Captain of Polios Flanagan
ae eccsesurine before the fact.
Tn Atlanta ‘‘Dailt Nnws.”—We
have received the first nomber of this
paper, of whioh Mr. Alez. Bt. Clair-
Abrams is the managing editor. It is a
large Shut, sod its appearance is very
creditable to the typographic art in Oeor-
The contents are also varied and
entertaining, Mr. Abrams’ usual vigor
and skill am apparent in its editorial man-
agement. It will no doubt work Its way
into popular favor. With three rack
Dailies as the Oonetitution, Herald and
J/ewe, Atluta ought to be prood of her
journalism.
It appears that, after all that has been
said and dona, tha Alabama A Chattanoo
ga Kailroad has not been sold. A dispatch
of the 6th last, from Mobile usoueea
that on Monday the road was offered for
ears to-day by the commissioners. Three
million dotlara being the only offer ud
that being lees than the minimum ordered
by the court, the sale was adjourned till
the first Monday in October.
We imagine that Alabama will now be
“hard np” in her flnuoial department,
ud that her late “foroed loan” from her
oltisens will be found wholly inadequate.
A change of government is the one thing
Banded over there.
Learned physicians of Now York think
that from the several oases of tine or
false hydrophobia of resent oocorreSee
in that city, they have derived foots of
maoh importance in refereeoe to tbia
puzzling moledy. They oonolnde—let,
that hydrophobia is not a blood poison
(like that of a venomous snake), but a
nervous derangement; 2d, that the seat
of the malady is tha throat, the nervous
structure of which is so affected spasmod
ically as to create soovnlslons at tha sight
or sound of water, ud to make the pa
tient reject it against his will to drink ;
3d, that there is n false or imaginary
hydrophobia (oallad by some lyaoapbobia)
( ht OB by fans of tha dluBSe,. either
after the patient haa been bitten by a dog
wrongly supposed to bo Head, or by the
mind dwelling in apprehension and ex-
oitemut upon soma eases that have oc
curred.
They report at least three
aginary hydrophobia that have
within the last, two weeks. One wee the
ease of Mr. MoOormiok, at whose terri-
ble sufferings and death we gave aoate
■ntlaat week. It hw
eertalned that the. dog whioh bit him is
not yet dead, hat is living in good health
ud baa never had hydrophobia. Another
ease is that of s man who died with every
symptom of hydrophobia, but who had
never been bitten by uy dog, so far as
bis family or soqualnteaoea know. The
third cau is that of a young printer, who
was bitten slightly by a dog in a liquor
saloon. Ha was ugaged in a playful
tassel with the keeper of the saloon
ud tha dog, thinking doobtlu
that he was fighting its master, jumped
upon and bit him. Notwithstanding the
abaense of uy iadiaation of mad asm in
the dog, the saloon keeper, who was a
warm friend of the young mu, at once
took the dog into the baok yard ud shot
him—so that in this instuee time eontd
not eonoloaivaly show that the dog wu
not mad. But the oiroanufienee strongly
suggestive of imaginary hydrophobia in
this csss is the foot that the disease wu
developed in the young mu within
twenty-four hours after bo was bitten
He was at onoe sent to u asylum for
treatment, and a dispatoh states that ha
has sinoe died.
This subjeot le now receiving much at
tention in New York, ud there is every
reason to believe that from its investiga
tion medical acianoe will derive valuable
information. The pram of tha eity de
vote oolumns to its oonsideration ud to
the report of facts congested with it.
Many people arc seriously alarmed, ud
some oontend that there ou bo no safety
until there is a general slaughter of the
cuius raoe. We ou only wateh ud re
port results and opinions, as we have en.
deavored to do faithfully in this artiele.

Columbia, Oa., July 7.
—The'.Ohatteuoogs Timee of the 80th
nit. has this to say concerning tbs Ala
bama A Chattanooga Kailroad :
“Wo were shown yesterday u dispatch
from tha Clerk of tha United ButesCoort
at Mobile to soma gentlemen in this city,
stating that a decree had been signed by
Judge Woods, ordering the road to be
toroed over to Mr. Baloh and his associ
ates, the purchasers (Torn Governor Lewis
under the former decree ; ud that, apon
oomplUnee with tbs terms, the title to the
Alabama A Ohattuooge Kailroad bo vest
ed in them, subject to the first mortgage
lien and snob other liens as the const
decree to bo valid apon the road.
"We onderelud that Mr. Batch pill
ke possession at. once, and that Imme-
stely thereafter contracts will be made
for restocking the road and patting it in
first-clam order in every respect The
rehabilitation of this important road will
be a grand thing for Gbettuooga. ”
A “Tax-payer of Washington” tries to
show through the New York Tribune that
the District of Columbia is now more
grievously taxed tbu Booth Carolina, be
cause, be says, it is saddled with at larger
debt and has less taxable property. He
oontends that inasmuch as Congress im
posed the late government on the Dis
trict, which so greatly increased the debt,
Congress, and nut the people of the Dis
trict, ought to pay the debt. There is
log'oal force in the proposition. But we
oontend that if Congress goes into the
business of psyiug the debts oontraoted
by a government of Its setting up in one
District of Btate,it ought to pay the debts
oontraoted by governments set up by it in
aU the States. It has the same power to
pay all as to pay one, nnd oertainly the
juatioe of the proceeding is as apparent in
the one oaae as in the other. We believe
that about two hundred millions is the
amount of the debts of the “reconstruct
ed" States oontraoted by the governments
set np over them by Federal power.
"Old Cooxaxs."—In a bitter personal
debate whioh ocrarrsd between Ben But
ler of MsasachaaettB and Charles Foster
of Ohio u day or two before
the adjournment of Congress, Butler
referred to a private letter written
by Foster, in which the pet name
"Old Cockeye” was applied to him (But
ler). He said that the letter had been
“pioked up in the streets of Brooklyn.”
Foster admitted the wriliug of the letter,
but intimated pretty plainly his belief
that Butler had stolen it. He said that
the letter was not pioked up in the streets,
but had been stolen, and that he expeoted
his letters would bo atoleu when he got
into a controversy with Butler.
The sequel to this controversy now ap
pears in a published letter of J. . Har
man, of Brooklyn, the gentleman to
whom the “Cookeye” letter was addressed,
ft. elates that the letter has never been
last, bat is still in his possession ; that it
has ill the time been in his possession,
except for a very short period when it
was in the offioe of a gentleman in no
way friendly to Butler, and that it most
have been surreptitiously oopied while in
that gentleman's office. This statement
brings to mind another declaration of
Foster in the debate above referred to—
that “tha secret service fund in charge
of Col. Whitely, had been used to send
men into hie District to hunt np some
thing for Butler to use against him.”
