WHITE Tl. BLACK STEATEUY.
The Tables Tamed.
A few days ago, in noticing theaeiion
of the Executive Committee of the Re
publican party of Alabama (the white
leaders), we directed attention to the
fact tost the apportionment of represen
tation in their coming fltate Convention
was artfully so arranged as to give the
few white Radicals in the State a power
greatly exceeding their relative numbers.
The object of this - is . readily apparent
when we bear in mind the vigorous and
atubborn effort made to induce the late
“Equal Rights" State Convention (com
posed wholly Of htgtoM) to endorse the
Congressional Civil Rights bill with a
qualification excepting public schools
from its operation. 1*0 tnswmoed a few
counties 16 shovtahaMn the strong white
and Democratic counties of the Btate c
few hundred Radicals would have as large
a representation in the Convention as ten
times their number in the large negro or
liadtcal oouaties. The Montgomery Ad-
esrffW of the 7th instant runs
out this comparison by extending it
to the whole State. It shows that
there ere-two hundred and eight delegates
provided for by the ratio. Of these, the
large negro eouutios, which vote 58,532
strong, are allowed but ninety-eight dele
gates ; while tho other counties, which
vote .31,000 strong, are allowed one hun
dred end ten delegates. In other words,
they have given '800 Radical voters in
eounties controlled by the whites an equal
voice in the Convention with <100 voters
in the oouuties controlled by the blacks.
They thus say, in effect, that everyone of
the white voters is worth more thaa two
negroee. But this in the general average.
If we desoend to particulars we shall find
a still mors enormous swindle. For in
stance, we find that the tit* Rsdioal vo
ters in the white counties of Covington,
Washington, Geneve, Baker and Sanford
are given the aamo weight and voioe in
the Convention as the tcven thoueand
black votere of Dallae county. By that
little arrangement one white man outvotea
ten negroen ! !
This nice little arrangement wo regard
as determining the feet that the white
Kadloal leaders will suooeed, in their
State Nominating Convention, in doing
what they vainly tried to make the ne
groes do in their late “Equal Rights"
Convention. They will ercejit the publio
schools in their endorsement of the Civil
Rights bill. They will thus declare that
they do not want mixed schools. This is
done eolclg with the view of reconciling
the white Rsdiosls of North Alabama,
who show a disposition to fly off from the
party on account of this issue. It can
only be done solely with that view, for
there can be no difference in principle
between forcing a mixture of raoes in the
schools, and compelling the whites to
submit to association with the blacks at
the tables of hotels, in tbs promiscuous
occupation of seata at places of amuse-
meat, in the sleeping cars of railroads,
Ac. It is as muob the right and duty of
a white man in this country to choose as
sociation for himself and his wife with
people of their own color only, at places
of amusement, in hotels and railroad
can, as to keep bis ohildreu from a pro.
-miacuous association of races in the
aobuiols.
But ,R is incredible that any white man
in the Sta,te can be deceived by a cheat
like this. . The Republican voters of
North Alabama do not objeot to the Civil
Rights bill »A,J, because of its require
ment of uixqA schools. They object to
any 0ongreght OD> | legislation determining
the socia^ status of any olass of people—
forcing any man to associate with compa
ny which does not suit him. Besides,
they know that the negroes of Alabama
have already taken their stand and an
nounced their demands. The action of
the Equal Rights Convention was the no
tion of the negroes of the State, and the
ooming Convention will not represent the
sentiment of the voters of the parly, be
cause of the inequality of representation
in it.
Should the forthcoming repudiation of
the mixed school feature of the Civil
Rights bill by the Alabama Radical Con.
vention have any effect at all on Con.
gross, it will bo against the bill in auy
form, because it bss been already Racer
taiaed that without the mixed school pro.
vision it cannot pass Congress. The ad-
vanned Radicals in that body ^including
all the negroes) will not vote for the bill
without this feature, because they know
tost if they ones reject it, it is lost for
ever, and that the yielding of it oompro.
raises the ao-oalled “principle" that un
derlies the whole bill. The Democrats in
Congress will not vote for it however
modified or amended—not one of them
boos use it is legislation of a kiud
to which they are uncompromisingly op
It is thus apparent that in sur
rendering to the white Radical leaders on
the mixed school question, the negroes
will themselves be oheated and wheedled
into the oertaiu defect of the hill which
they so much prlne. “Will you walk late
my parlor ? said the spider tn the fiy."

modatioos the tax-payers treat him very
clever at the poor-house and in the edu
cational line. During the lost fiscal year
the Board of County Commissioners dis
bursed $15,000 for the support at the
poor ; g 10,000 of this was drawn by ne
groes. The whole amount of taxes col
lected from that race for this purpose was

darkey as expenses in “the war of races."
For educational purposes $5,000 was paid

here is another balanoe of $4,950.
But I do not speak of theaa
matters in any complaining
sense. The colored and white peo
ple all over the Btate are now living bap.
pily and in peace one with the other, and
there is nothing justifying the slightest
apprehension that they will oontiuue to
do so for a long time to com*. Let the
white race oostiuue to treat them kindly,
pay them honestly sod deal with them
honorably, and they will soon learn to
look unanimously upon the Radical patty
os we do. They are the beat farm labor
ers we will be ever likely to get. All ex-
d intents of bringing others here have
0 distinguished failures. It is, there
fore, of the utmost importance that we
live in perfect peaoe with toe African.
In contrasting the present condition of
Georgia with South Carolina, I feel that
we never can quit thanking God enough
for our deliverance from carpet bag rale.
In many respects toe negro is nothing
but a obild, and we must treat him ac

thus described by the Denver Mirror :
“It is a beautiful valley ebnat a mile in
length, walled in on either side by per
pendicular walls frem 200 to 800 test in
holght. There is but one entrance to this
enchanted spot, and that is a very rugged
end dangerous pathway, and a footman
experiences great difficulty in the daecent.
Upon reaching the valley wS could hear
the rustling of the wind through the lofty
pines on the cliffs above us, sounding
like the roar of some devastating hurri
cane, while the grass beneath our feet ley
ss calm sod still as death. Not even the
slightest breath of air could be felt. Ev
erything was so still that a person stand
ing at the lower part of the valley could
distinctly comprehend persons spooking
at the upper end.”

The Government of Eouador hod been
invited to take part In the Chilian Expo

the purpose, but the Executive deaided
that, as the invitation came too late and

Chili. The proposed meeting af ell the
