The New York Herald conjectnrea that
Germany waste, and that Spdn it willing
to give, the island of Porte Rico as a
consideration for the drat named power’s
support of tbe Spanish Republic, end
•ayathet “aa a matter of oosrae Germeny
wi 1 never be allowed to plant tbe flag of
the Empire on American noil."
Col Jace Beowm aononooea himself a
oanfinlate for Congress in the Third Dis
trict, in a huiuuroun address. He aaye
that he has not been solicited to become
e candidate by any voter or friends; bnt
that be wants tbe office — it ia “a ground
hog cane” with him—and having made a
failure at everything else, he has come to
the conclusion that he ia totally unfit for
ao> thing elae bnt to be a Congressman.
Ws infer from the tone of hie osrd that
be intends to be en independent candi
date. But Col Jack tried that fame two
years ago, and oue of his most signal and
notal le “failures" w*n tbe one which he
made on that occasion. We do not think
that hia prospects aro any more favorable
now.
Paorrasoa Swift, of It icbester, N. Y ,
reports that when ha tea robed for Borolli a
comet, on the night of the Hi inst., fi*
could not flod it for fifteen minutes or
more, though be looked at the place where
he knew it ought to be, and Iht-re w**
no appearance of cloud. But dually the
oomet emerged from b fore a star too
small to bo aeen by tbe naked oyo—tbe
superior brightness of the star having
entirely bidden the comet from view mu
long aa it was einOtly between tbe earth
ana the star. Afterwards, on tho same
bight, it moved forwaid between snotbir
auia 1 star aud the earth, aud was again
hi ideu from view for a time. Prof. Swift
eviden ly euter>au.s hope that this oomet
will become bright enough for observation
by the naked eye, though Admiral Davi-,
of the United ritatei Naval Observatoiy,
tbiuks diffeientiy.

' We prroeive that It I*’useless tor us to
ur^e a large alieudauos. Tbe etsrlions
of the lueuds of the respective candi
dates (tor the Legislature especially) will
be euro to briug together a large uuuibet
of votera. We need ouly oouuael tbe
eleotion of e ticket with a view to bar
luomsiug ail interests and aeotious,
and tbus aeounng lor it the hearty sup
port of the whole party. A uuuibet
of worthy g mlriuuu have been proposed,
aud we believe that if the nomination is
so conducted as to give no candidate or
luteiest any pretence to complain of un
fair ueas, the ticket to-day put forth oau
be ea iiy elected. Lot tveiy voter have
the good of the cause, a* well as the
auvoes* of the candidate, iu view, and
judicious selections can hardly fail to be
made.
ALABAMA.
Tbe long-protraeted contest at Selma,
for the R dical Congressional nomina
tion in the 1st District, terminated on
Thursday in tbe auexpeoted euoccss of
Jere Hnrslaou, uegto. Bruoe declined in
his favor, aud on tue 23!) h balloting Har
alson was nominated. Uaralaon is tue
man who iutioJuced resolutions a, prov
ing tbe Civil Right a bid, mixed sih>oa
and ad in the late uegro “Equal Rights"
Convention at Moutg ime.y. lie i*a full-
blooded negro. He was opposed, iu the
Salma Convention, by Alex. White aud
other Republican* oppotted to the Civil
Rights bill Buateed was also there, aud
stOJii to Jere to tbe la-t, and I ere'* friends
are expected to remember him when tbe
Kad>o<d 8 a’e Conveu iou come* to nom
inate Oougrea*meo-at-large.
The Democratic Convention of the Cth
Dim riot ha* noun tinted George W. Hewitt,
of Jofferaon, for Congress.
The Radical State Convention is to
au appiopriation for tbe relief of sufferers
by the extraordinary overflow of the
*ontb-western rivers, Senator Aloorn
(bitnaelf a Repnbdoan) objected to mak<
mg the Sra e official* the agents for dis
tributing tbe relief. He deolared his
conviction that they would dm it corruptly
for e e Pioneering purposes, and he a»ked
that it be distnbuted by United States
military officer*. He knew the kind of
politicians he was associating with, and
that they would not do to trust in a mat
ter of thi* kind.
What Alcorn predioted and protested
against is about to come to pese. We
have not at hand the act of Congress pro
viding for this relief to the sufferers by
tb* oveifl >w, and do not know to what
agencies the sot entrusted its distribution.
But we know that Radical Congressmen
are claiming to control it, and are seek
ing to divert it, for their own eelflub pur
poses from going into tbe hands of the
sufferers by the overflow. Not to be too
general in this assertion, we allude par
ticularly to Charles Pelham, Radical
Representative of the Third District of
Alabama. Tnis greasy demagogue claims
that a large proportion of the fond—say
IH6.000 or $18,1X0—belongs to his Dis
trict in Alsbatna, and he is coolly engaged
in the "election of Republican agents for
its diatribntion in the several coanties!
He says thst the money will be used in
the purchaae of bacon, and this bacon
distributed in each neighborhood—not to
neighborhoods ovei flowed, or to people
who suffered by the oveiflow, for thore
are none such in his District. We are
nut informed whether his plan of distri
bution include* the whites, or whether it
i* exclusively for the benefit of negroes
who hud uothing to lose by an oveiflow if
there had been one in their localities.
But he wants bis party friends to be the
distributing ageuts in the ouunties, and
be has uover informed any Democrats of
the ariaugeuient so f«r aa we can learn.
It ia a most nhtuieful perversion of this
fund to distribute sny of it iu East Ala
bama. If Alabama was included in tho
State* to be benoiitted by it, it was on
accouut of tho ruinous oveifljw in the
Toiubigby and Black Warrior and lower
Alabama livers—where bouses, stock and
provis ouh were swept away, and crops
ruined. To take tbe money or bacon
I ruui * these suffeiers is literally filching
the food from their mouths.
It was this little game of Pelbim s to
which Tsui Bradford alluded in his speech
at OpeiikM, when he ridiculed tbe idea
that Pelham could grease tha throats of
voters enough to eleot him a ith this stolen
bacon.
We sre glad to know that Pelham's plans
a e not apt to work so oily as he hopes.
We a now that leading Republican* pro
test ugatUHl the divetsmn of any part of
he fund trom the oveifl.iwed District* to
Pelham’s, and that he will meet with atoul
reai-tanoe before he pereuadee the Gov
ernor ot A1 b.rna to aanotion the fraud.
It I* ready an insult to the people of
the District, and should be so treated by
tneui.
