The joint oommtttee on the State of
the Republic, to whom had been re
ferred all the resolutions in the House
and Senate on the Louisiana matter,
yesterday reported a substitute l'or
the matters before them. The Sen
ate adopted the report, and the House
will concur to-day. The following Is
the exhaustive and excellent report:
Whereas, under the original consti
tutional compact between the States
of this Union, each State is the equal
of, ami is entitled to all the rights
and powers belonging to each and
every other State
And whereas, all the States, includ
ing those which linked t heir fortunes
with the Southern Confederacy, are
upon terms of perfect equality, enti
tled to exercise each for itself the
rights of State-. Including the right
of local self-government, except so
far as they may be restricted by the
Constitution of I he United States.
And whereas, it is a well establish
ed principle that each branch of the
legislative department of each State
Is the sole judge of the election- re
turns and qualifications of its own
members, and has the right to estab
lish its own rules for determining all
questions growing out of contested
elections, there being no appeal from
the decision of the House in such
ease.
And, whereas, neither the Execu
tive of a State, nor the Executive of
tlie United States, has the right by
the use of tho military power to in
terfere in,dr to control, the organiza
tion of the Legislature of a State, nor
to interfere with the decision of eith
er branch of the State Legislature;
nor has the President of the United
States the right to use the military
power of the Government in any
State, for any other purpose than the
suppression of domestic violence, or
tiie repulsion of invasion, ami then
only upon tile proper application of
t he' Legislature, or by the Executive
when the Legislature cannot be con
vened.
And, whereas, we have noticed with
alarm tho authentic statement that
tho great principles of constitutional
government has been violated by the
use of a iKirtiou of the army of the
United States, which, under the di
rection of the President, has inter
ferret with the organization of the
Honseof Representatives of the State
of Louisiana, where the military as
sumed to judge of the election of ii<
members, and at the point of the
boyonet expelled such as the military
commander adjudged not to be enti
tled to their seats.
Resolved, That neither tho I’lv.-i
--dent of the United States, nor th
Governor of said State, had any rigid
to interfere In tho organization of
tiie Legislature, or to assume to judge
of the election of the members there
of. That the use of tin- military in
tiie" expulsion of such members I>v
the bayonet was u palpable and dan
gerous usurpation of power by the
President of the United Stat.-s "and a
violation of tho rights and privleges
of the State of Louisiana. That the
attempt of the President to justifv
the act in a message to the Co'ngr. -s
of the United States is suflieient. to
awaken the serious apprehension of
the people of every State in tiie
Union, inasmuch as the use made of
tho military in the State of Louisian;:
if tolerated by popular sentiment
may ripen into a precedent; may b
repeated at any time as to the organ
ization of the legislatures of any of
tiie States, and even of the organiza
tion of tho Congress of tlie United
Slates; and that the result of such a
IHilicy if tolerated planes the civil
government and the liberties of the
people of each State at tiie feet ~r
the President clothed with the
power of a military dictator.
Resolved, That tile question ri • s

ations, and we appeal to all good t it
izens throughout the Union to unite!
with us in entering, as we now do,

Resolved, That we condemn all
lawlessness and violence that we will
falsi fully support the constitution of
tho United States and tho laws enact
ed in conformity thereto; ami that
wo advise all oitiz. ns of tiii and si.-
ter States to render strict obedience i
to tjie laws, to resort to legal means
forthe redress of grievances, relying
upon the popular sentiment of tie
people of the States, fairly expressed,
fora return in the administration of
tho government to the principles of
constitutional law.”
Resolved, That we tender our -ym
pawing to the oppressed people of
Louisiana, and commend their m and
eration and forbearance exhibited in
tho trying emergency through which
they 1141) now passing, trusting that
they have the fortitude still to forbear,
resorting neither to force nor violence,
hut making a calm ami dignified ap
peal to the people of the United States 1
to break the schucklcs which bind
them and to deliver them from the
hands or the dishonest adventurer
who now tyranize over them, and
from the galling military despotism
by which they are now oppressed.
Resolved, That the Governor of
this State be requested to send a copy
of these resolutions to each of our
Senators and Representatives in Con
gress, with the request that they luy
them before their respective Houses,
and to the Executive of each State in
the Union.
They tell a strange story of a Paris
watchmaker for true, and if true, it is
a striking Instance of the power of
the imagination over the human
frame. Frederick Htiebmann had
worked at a watch twenty years, it
was anew movement, new works,
and his own Invention. He perfected
and set it a-going. He imagined that
Ids soul had passed from liis body
into that watch, and said : "When
the watch stops I shall die.” it had
been running a long time, and Stieti
mann was very particular about
winding it regularly. The idea that
his Ufa had mecomo subordinated to
the watch grew stronger. One day
lately the watoli showed signs of ir
regularity. It ran first too fast and
then too glow. Stiebinann became
very ill. He did not sen 1 for a doe
tor, but for a watchmaker to see
wiiat could bo done for the watch.
The watchmaker knew not hirig about
that particular watch, and could not
prescribe for it. The watch stopped,
arid sura enough Stiebmann was

under the firm nanio of J. B.
WEIGHT & CO. It will be unneces
sary to state that tills paper will be
published in the interest of so indi
vidual or set of men, but solely in
the interest of our city, our State,
and the SOUTH.
Believing tho only true mid safe
principles upon which a Bepublican
Government ean be successfully
maintained to lie those found in tho
platform of tiie Democratic party,
this journal will adhere to that faith.
It will lie our ambition to supply
the people with a wide-awake, pro
gressive paper, containing all the
