The report of the Congressional
Committee appointed last year to In
vestigate “outrages" in Alabama, has
recently been printed. It covers four
teen hundred closely printed page-,
and probably contains more lies than
any similar number of pages ever
printed in this m‘ any country. Wiiat
sort of tools tho Grunt admin Ist rat ion
used during that campaign, may bo
learned /rota au extract from the tes
timony bf ots 3 ,T. ff. Hester, who fig
ured so extensively in the Mudiut
county dragoDade. A- a record of
unmixed seouudielism.il is without
a iMtrtdlcl. One'of the ttemoeratic
members of the committee cxiunincd
Hester as follows:
(,). Did you talk to tile merchants
here about Kuklux. and all that sort
of thing?
A. Tes,sir; I carried plugs of to
bacco in both pockets, so that they
could see I was a peddler. My main
object was to talk with them, to get
acquainted with them, and find put
what they were up to.
tj. You spoke to them, saying how
you had carried the election in North
Carolina by killing negro, -? A. Yes.
sir; polities seemed to be the only
topic at the time.
i,). Your object was to deceive them?
A. Yes, for a time.
t v >. You told them lies tor the ex
press purpose of getting into the con
fidence, did you not? A. I told them
what l conceived to be dee, options.
You can call thorn lies if you choose.
q. You did evil that good might
come? A. 1 did not consider that
that was evil. I aui a member of the
Methodist church. Ido not want-to
do anything wrong. I try to do
right,. I Invoke God's blessing on
everything Ido, night and morning.
(j. And yet you lied to them? A. I
lied, if yon like to cal! it ti lie.
The charge of Judge Emmons, at
Memphis, which wo print in full this
morning, is an admirable statement
of the law as applicable to the Civil
Rights bill. We have previously
printed and called attention to the
points made in his charge. There is
every reason to believe that the Su
preme Court of the United Htatcs will
sustain his opinion. ft has never
given a decision which would war
rant any other expectation. We have
alluded to the decision in the Lonisi.-
ana slaughter house eases. Tho
famous coal-oil decision, given by the
Supremo Court, is equally in point.
Congress passed a law enacting that
all coal o)l, in tho country should lm
of a certain standard, providing cer
tain penahfcs for violation.-, of the
same. Tho Supreme Court decided
that this was a police law, and could
only be applicable to tHe District of
Columbia and to the Territories
where the United Htatcs Government
has exclusive jurisdiction. The coal
oil decision touched the same princi
ple involved in the Civil Rights bill.
The latter is a police law, with which
the Federal Govoriiue-nt has no Imsi
ness, and undoubtedly tin; Supreme
Court will so decide. Cincinnati En
quirer.
