The civilized world lias looked with
admiration upon the progress of en
lightened sentiment in Japan.
Changes in governmental forms and
social customs have followed each
other so rapidly that fears were en
tertained of resistenco anil revolution
among the ignorant classes of the
people. There have been murmur
mgs and threats, but the reforms
went on, and conjecture is at a loss
.to determine how, when, and whore
they will stop. The most surprising
of all tho innovations, and that
which will probably be hailed with
C cutest satisfaction by the Mikado’s
(subjects, is contained "in a decree is
sued by that monarch on the 15th of
April, the fourth and fifth clauses of
which read as follows:

3. All privies must be kept clean and deodor
ized, aud in the business part of the city must
have pits eight lcct deep, wailed with brick aud
l cemented.
