A List of the Various Booths and
Names of Those Who Will
Attend Them.
Tbe Catholio fair wbiob opens In tbe
Riflemen’s armory next Monday night
and oontinueß all week promises to be
one of tbe most successful affairs of
tbe kind ever held In Brunswiok.
It is to be given under tbe anspioes
of tbe ladies of tbe Roman Catbolio
church for tbe purpose of raising funds
to build a convent, and tbe public
should give it a libera* patronage.
A Times-Call man visited tbe armory
last night and found the arrangements
for tbe big event very oomplete and
artistic. Tbe booths are eleven in
number and arranged to represent the
months of year. They are all of
uniform size and beautifully decorated
with bunting, feme, eto.
Following is a list of the booths and
the ladies in charge of them:

The booths are arranged around the
armory in the order named and the
centre of the ball left olear for dane
ing, The stage has been beautifully
decorated and will be occupied by a
speoial orchestra whioh will furnish
mnsic all the time, and there will be
danolog every evening.
Great interest bas been taken by the
ladies in the preparations and arrange
ments for the fair, and next week will
be one continuons ronnd of pleasnre
for all wbo attend.

The Gist of the Ten Propoaed Amend
ments to it.
Atlanta, Nov. 2a. —Tbe joint commit
tee on constitutional amendments
practioally concluded its labors yester
day and by Monday Senator Hiram P,
Bell, its chairman, will introduce in
tbe senate a bill incorporating tbe tea
amendments to tbe constitution npon
which the committee has agreed.
The following is the gist of tbe ten
amendments:
That all pensions be pat upon an in
digent basis.
That a court of appeals be establish

Tnat tbe term of t'V governor be
ohanged from two year* to four, and
that be be ineligible for four years
after tbe expiration of his term.
That the terms of all county officers
be four years intead of two.
That the entire educational fund of
ibe sta e shall be devided between the
negroes and wanes for eduoatiocal
purposes in the exact proportion to
tbe amount of taxes paid by eaeh.
That there shall bo biennial sessions

of the legislature, lasting sixty days.
That there shall be change of venue
in all oriminal oases where there is
danger of lynching.
That jnstioes of the peace shall be
given jurisdiction in all oases for the
recovery ot personal property where
the amount Is f 100 or less,
That the general appropriation bill
shall be snbmitted to tbe governor at
'east ten days before the final adjourn
ment of the general assembly.
That the governor be given the au
thority to soale, or veto a part of, an
approprsation, instead of being re
quired to veto a whole appropriation or
let it stand.
PLAN OF REAPPORTIONMENT.
New Arrangement of Districts Is Agreed
Upon With Few Changes.

an hour’s deliberation, unanimously
agreed upon anew plan of reapportion
raent of the congressional districts of
theatre.
No statement of the plan bad beeu
prepared and tbe committee declined
to give it out for publication, It is
stated, hovrever, by a member of the
committee that the new plan involves
the changing of not more than eight
counties in the state, and does not
materially affect any of t e present
congressmen.
This plan will'£>B submitted to the
house and eonatdcommittees separately,
probaDly tcdiy or, at least, by the first
of the week. As soon as this is done
the joint committee will be called to*
gether, and a bill will be prepared for
presentation to the general assembly.
A dispatch from Atlanta yesterday
says it Is understood that Johnson and
Emanuel counties will go from the
Eleventh and First to the Tenth.
Burke will remain in the First. Lin
coln county is to be transferred from
the Tenth to the Eightb, Clayton
county is to be taken from the Fifth
and given to the Sixth. The Eleventh
will lose Laurens and Dodge to (be
Third, and the Third will lose Stewart
and Webstar to the Fourth, Berrien
is to be moved from the Second to the
Eleventh.

Another Fight Reported in Which
the Government General and a
Few of His Men Escape.
Colon, Nov, 22.—-It is reported that
the government bas notified tbe United
States oonsul that It cannot guarantee
the protection for ißtbmian transit.
Colon, Nov. 32.-Two sailing boats,
having 67 solldiers fn board, which left
Panama with General Alben, returned
to that place at 2 p. m. yesterday and
General Alben and 60 soldiers arrived
thera on beard the ganboat Boyaca at
7p. m. The Liberals here assert that
General Lorenzo ettaoked General Al
ben’s foroe after it had landed at Chade,
near Gbarrera, and defeated it. only
General Alben and a few of hie troops
escaping. It ie also olalmed by the
Liberals that other divisions of Gener
al Albin’i army were rooted by General
Luego, and 400 of Alben’s troops join®
ed the Liberals. The Liberals here are
jubilant.

Bill Favorably Reoorted by Constitutional
Committee.
A constitutional amendment which
seriously threatens the life of tbe col
ored publio schools has been favorably
reported by the constitutional amend
ment committee of the legislature in
Atlanta. Tbe bill providei that tbe
publio colored sohools aball only be
supported from tbe moneys wbiob are
paid in by tbe oolored taxpayers.
If this bill ebould pass instead of
their reoeivlng nearly *6 per cent of
tbe entire fund of the state, as now ool
lected, they wouldtreoeive about 3 y % to
4 per cent of the fund.
At the present time the negroes of
the entire state pay taxes on tIS.OOC.OOO
of prsperty, while the whites pay on
$430,000,000. It will tbua bt saan that
tha negroa* only pay taxes on about
per cent of the entire property of
tbe state.
