committee, and of congratulation to this body and to the
otitzeos of Brunswioit that wo submit this, our annual ri

expense ot the Harvey litigation, a furtker reduction of

Our increase revenue in license, taxee, police Ones, etc , ia
due largely to tbe efficiency of oqr official* pjlioeoflloers,and
tbe diligent effort on the part of our oleric and treasurer .
When It is considered that tbe debt of the olty has praotl
calif been fended, and that done without aecnrlty and at a
rate of interest of 5 per oent on $26,000 and 3 per cent on
$5,000 against 0 per oent, with trust bonds ae security at 8o
on tbe dollar, the balance ot the debt at 7 and 8 per oent,
wa have mnob to be gratified at. It is tbe desire of this
committee that a special committee from tbe inoomiog
council be appointed for the purpose of veryfying the state*
meat whioh we submit as to the flnanoial condition of the
city, and to report their finding as early ae practicable.
We desire tbis on account of the unfortunate difference
between the statement of tbe outgoing and incoming oouncils
ot January, 1901, The ooupoos (Interest on the bonded
debt) due January I, 1902, are provided for and will be paid
promptly on preientation. Tbe bonded indebtedness of toe
city is ae follow*: $62,160 of 7 per cent bondr, maturing in
1906, $236,000 of 6 per oent bonds, maturing in 1921. The
coupon book shows that many of tbe poapons, both of the 7
ted 5 per oent bonds are missing, ai will be seen by the tt
taobed list. These misting ooupona are supposed to be
burned; that is tbe idformetiou that your oommittee has
received from foimer officials ol the oity. Tbe praotloe that
has heretofore existed of burning paid ooupona cannot too
forcibly be condemned. All ooupons paid should be can
celled by perforation, stamped paid with the date of pay
moot, and filed sway io tbe coupon book. The report of

expenditures of all monies, the ooet of each department of
toe olty, tbe aggregation of tbe several department!, tbe
total amount reoeived for licenses, taxes, eto. This report

Gentlemen i—'Your cetmulttoe on Bight aud Water submits herewith
its annua! report for tli year 1941, ending December SI. The reduollou
made In this department Is not so large as your commute• hoped it
would be, but still the showing it satisfactory, being less than tot the
year eudmg December .IJ. 1900.
During the year the flro department, police headquarters and pump
ing station have been equipped with electric lights lor all night service
ala greatly rednaed price, and giving better attislaotion la each tleparv
mani than ! hogas lights hetofore used. The eight (8) lights in the clock
sosting Jhcts per month each instead of 41.00, the former price. Tin
chaugc in these item.-, alone has been a saving to tbe city of about SSOo.itC-
for the past year.
Although the servtco rendered to the elty by tho Light and Watei
company has not been and is not now up to the standard that yout
committee would like to see it, still it has been greatly improved during
the past year, and your committee uoU'.s a disposition on the partoi tbt
officials to do what they can to satisfy any demand# mutt upon them by
the city.
There has been a proposition pending bet ween the city and the bond
holders for some time, which your committee had hoped to have in sat
isfactory bliape to submit Jq this report (or final action, but which has
odly reached this stage.
Ist,. The Brunswick Light A Water company will consent that the
flushing tanks now in use by the city in connection with it# sewerage
system and located upon its present mains, mar he used for the purpose
of hushing said sewers no more than twice daily, the number of said
tanks being sixty-four *64), ami that for the water furnished for that
purpose no charge will be made by this company against the city. 1c
this conneotlon this company will further, upon the acceptance and
final agreement, bet,wean this company and the city of Brunswick, aba a
don and forever withdraw the claim heretofore held and made by It
against the city for water furnished by it. and used by the city in flush
ing its sewers heretofore and in sprinkling its streets.
2nd. This company w ill furnish the city not to exceed throe million
gel'on* of water per year for use in sprinkling its streets without charge
therefor, provided tt.c city will keep daily an accurate account of the
quantity of w ater go lifted and make report thereof %o this company, and
provided further, that if more than three million gallons per Tear art
so used, then the city bhall pay to this company ten cent.* per thousand
gallons for the excess so used over and above the quantity aforesaid.
3rd. IHfs company will accept forty-five (#45 ()0) per aunnm for each
hydrant,
4th. Thin company w ill allow and make a discount of three (I) pci
cent from the face thereof upan all sums tiecoming due to it by the city
of Brunswick monthly to: light and water furnished by It said city, pro
vided, and not otherwise, that said city shall make payment of such
hills Mf< re the 15th day of the succeeding mouth and ensuing after the
maturity of such bill or hills.

tioned upon the proviso that tho city of Brunswick shall renew vli
existing or make and entor into a contract w ith this company for th

now existing between said city and this company for tha furnishing of
gas and water, so that said city shall he furnished with electric lights
and gas and water under contracts expiring simultaneously. -
Although tho. proposition as far as it goes Is quite a move lu tho
right direction, slid your committee does not think it quite satisfactory
enough, and wißh the following further ooneestioiiH made;
let. A further redaction of lfr.oo on each hydrant.
2nd. A reduction of #4.to on each arc light.
3rd. A discount of .= per cent., Instead of a per cent,, on all bills paid
by the 15th of each month for sums failing due for light and water for
the month previous, Of course it Is thoroughly and distinctly under
stood t hat the city oan only he bound so far as the law provides. Your
committee would recommend this proposition as amended, as It ballaves
it would conduce to the best inteaest of all concerned, and would further
aid to remove any partible of frierton that might be existing between
the 14tthkjtud.W.at4itcompany and the city.
It Is the desire of your committee thaf all relations with this com
piny should he pleasant, and so long aa the city receives good service at
mUr prices, on tne one hand,and the company receives what Is due
them.pn the other hand, the relations must prove satisfactory.

POLICE AND FIRE COMMIT EE,

To the Mayor and Aldermen, City of Brunswick, Ga.
Gentlemen: Your committee on Police and Fire, respect
fully submits annual report for these departments.
FIRE DEPARTMENT.
The force consists of chief foreman and six firemen, eight
In all, pay roll of $305.00 per month. The engine has recently
been put in thorough repair and anew horse has been purchased.
Buildings in goodorder. The fire truck does'not apswer all of the
demands and we would recommend the immediate purchase of a
truck suitable for the city’s purposes. The property belonging
to the city in this department is Inventoried in the chief’s report;
also attendance at fires and the saving from loss by the depart
ment. The employees have rendered effecient service and dis
charged their duties satisfactorily. There are no complaints
against the present force. Owing to the purchase of the new
horse and the repair to steamer, the average expense per month
for 1901 is slightly in excess of 1900, but will compare favorably
with that year and shows a reduction over 1999, as will be seen
by the comparative statement:

The present chief, John C. Green, has managed the de
partment witli Ills usual skill and ability, adding another year of
faithful service to the city. We do not think any further reduction
can be made in the running of this department without endan
gering the efficiency of same and the safety of the city.
POLICE DEPARTMENT.
Present force—Chief, assistant chief, six patrolmen, one
special, one Impounding officer, one jailor; eleven men in all.
Monthly payroll, $O7B 33. Inventory of city property In de
partment hands Is contained in chief’s annual report. The ex
penditures of this department show a very satisfactory condition
and reflects credit on every officer and man connected with it.
The expenses this year show material reduction:

The efficiency of the force Is best demonstrated by the

Covering 23 months and 10 days a total of $6,275 65
Average per month of $268 95.
In 1901 covering eleven months and twenty days they were
$4,315 55, an average of $369 90—an Increase of $100,95 per
month. •
The jail department under the faithful management of
Jailor Brown deserves special mention. His management has
proven economical, and through hls-efforts a big saving has been
effected. ,
By referring to thepald vouchers for 1900 we find that under
theAjr system Jailor Randolph received $2,378 16 for turnkeys
