In some of the states of the union
it is a penal offense to counterfeit
the button of the grand army of the
republic. There is mourning in the
camp of the veterans, because of the
discovery that the button is. never
theless, being counterfeited in other
states, and the demand is made for
the enactment of a national law to
protect it. It is a nice condition
of affairs in this country, when a
man must be known by his buttons,
instead of by the stripes of his
trousers.
Asbiky Park, a pleasant sea side
resort cf New Jersey, byway of di
version, has recently had a proees
sion of babies. Such a spectacle, no
doubt, was quite novel ami interest
ing. but it was slightly injudicious
to let ten pairs of twins into it
There are many marriageable young
men who visit sea side resots,and who
become quite timid at the mere men

easily be frightened into celibacy by

war. The details of the collision are
vaguely reported, and it is well to
accept repoils froir these volcanic
! countries with a degree of reserve.

! bootless as an attempted mquiry
into the orginal principles underly
ing the Eastern Question.
It is a source <<t regret that this
war should follow so close upon the
heels of the recent Pan-American
■conference. One of the most impor-;
tant resolutions which were adopted
iby this congress was that all dis
putes between American nations
were to be submitted to the arbitra
tion of neutral power. Our sworthy
brethren from the equator threw
themselves into each others arms
in their professed zeal for such a
pacific solution of all international
differences, and it was hoped that,
so far as the Western Hemisphere
was concerned, Utopia had been
found again, and that wars and ru
mors of wars would forever be si
lenced.
But human nature is so frail, and
the failings of our cousins, of Span
ish blood, are so well known and
have been so frequently chronicled,
i hat their latest delinquency creates
i little surprise.
It is pleasant to dream, with the
I philosophers, ot universal peace, but
i the experience of the world is that
the natural condition of man is a
state of war. Although the preten
tion of the age has been to remove
the differences.of nations from the
; domain of force to be adjudicated
in the forum of arbitration vet the
evidence of a want of confidence in,
the abiding cllleacv of such u medi
! urn have been exhibited in the per
ma lent maintenance of the means of
enforcing the original-views of the
disputant in case of an unsatisfac
tory derision from the arbitrator.

not, probably, a different termination
from what we w.ll observe when
