ently sympathized with the business
owners and agreed after some discus
sion to reject amendment #11.
In his motion rejecting #11, Commis
sioner Mark Spaulding said, "Number
11 never made sense to me. It's a bad
amendment and it's bad for business."
Mayor Bryan Thompson then noted
that they still needed to do something
with #6 and #10.
Glaeser also suggested #1 be
deferred because it's complicated and
a bit confusing.
Commissioner James Brooks then
made a motion to table any more dis
cussion on the rest of the amendments
until the commission could meet with
Glaeser and City Attorney Lynn Frey
for another review.
Thompson commented, "Numbers
6 and 10 create issues with local busi
nesses. Number 1 is convoluted, so I
lean toward deferring that one. The
sign ordinance is more complicated
than any of our other ordinances and
it's going to take a long time to finalize
it all. But some of it OK. We can meet
and meet and meet on 1, 6 and 10 and
we still won't be done with them in the
next weeks no matter how much we
meet. Let's go ahead and approve the
rest tonight."
Even though Commissioner Cornell
Harvey seconded Brooks's motion to
defer for discussion purposes, it failed
2-3 with Brooks and Harvey voting yes

commission. The University of Georgia
could have helped them create a town
ship over there without turning the
island upside down.
- Dowdy: I would rather keep com
munities together unless the people
vote otherwise, in which case I wouldn’t
stand in the way.
- Lane: Township should be an alter
native as incorporation is another layer
of government. Favors consolidation
over incorporation, but incorporation
has worked well. St. Simons had con
cerns several years ago, but he hasn’t
heard anything about it in a while.
- Carter: Did not have an opinion on
whether St. Simons would be better as
township or incorporated. People must
be allowed to vote on it.
Question: Since Jekyll River is
impassable for many boats at low tide,
should state resources be spent to
dredge and maintain the intracoastal
waterway?
- Dowdy: The waterway was dredged
for a reason, yes, the state should do
it.
- Lane: If the federal government
doesn’t do it, the state should stand
ready to. The question is the cost, but
he does support the state doing it.
- Carter: Yes, it is a tourism draw.
Would like to know cost.
- Chapman: No. It is the responsibil
ity of the federal government to pay for
this. If they would stop the pork barrel
spending on bridges to nowhere they
could pay for this. We need to get the
funding from the Corps of Engineers
because if the state pays for it, it would
require a tax increase on the state folks
and he doesn’t support that. □

Spaulding followed with a motion to
table 1, 6, 10 and 17.
Amendment 17 regulates political
signs. Glaeser said the state regulates
political signs and was unsure if the
city had authority to include them in
its ordinance.
Spaulding's motion passed 4-1 with
Brooks the lone dissent leaving 14
amendments to be dealt with.
Amendment #2 dealt with whether
to prohibit portable signs and started
receiving a lot of discussion.
Brooks felt like #2 was an attempt to
"police" businesses.
Spaulding said, "Number 2 may be
too muddy for my comfort. We need to
make it more specific than it is."
At this point, Thompson commented
that he was having second thoughts
and that maybe Brook's idea to table
them all for more review wasn't such
a bad idea.
"If we go from a dead start tonight
on all of them," said Mayor Thompson,
"we'll be here until 3:00 in the morn
ing.
Spaulding was persistent and said
#2 had problems but #3 didn't.
At that point, the commission went
down the list and either deferred or
approved or rejected the remaining
amendments.
The final tally was ten were deferred,
seven were approved and two were
rejected.
Along with #11, #15 was also reject
ed based on Glaeser's comment that
the amendment had become more com
plicated than the regulation it was
intended to clarify.
As was mentioned earlier in the
article, #19, the amendment prohibit
ing inflatable signs, was on the list of
amendments that were deferred.
At the end of the long discussion and
voting, Thompson suggested that the
commissioners meet either one on one
or in pairs with Glaeser and Frey to
work out any questions or issues they
have about the sign ordinance.
They will then schedule a work ses
sion for the full commission for more
review and hopefully get the ordinance
approved. □

The request was unanimously
approved.
The vacant 50 acre tract is located
on Colonel's Island on the south side
of Hwy. 17 approximately 900 ft. east
of the Georgia Ports Authority's (GPA)
SCM Road.
The property is zoned Basic Indus
trial and is owned by the GPA. No zon
ing change was requested.
The site plan calls for a large parking
lot for storage and transfer of vehicles,
a 54,833 sq. ft. processing building and
an 800 sq. ft. guard station.
When questioned by a MPC mem
ber, Paul McGill, Mercedes-Benz Man
ager of Corporate Administration in
New Jersey said the vehicles would be
driven from the port to the processing
facility as oppoosed to being brought
over on a auto carrier truck.
Asked for a timeline on construction
and when the facility would be open,
McGill said there was no timeline at
this time that he could discuss. □
