Mr. Stephens and the Kansas Contest ed Election> • Tlie Washington Uftion ‘contains the folltiwing condensed report of the speech of Mr. Stephenson the resolution of the commit tee on Elections authorising that committee to end for persons and papers, and take testimo ny in the Kansas contested election case: Mr. Stephens, of Georgia,"opposed the res olutiou. He did not, however* question the power of the House .to exercise this extraordi nary authority. Gentlemen who addressed the House spoke ns if those who were adverse to the passage of the resolution were opposed to Sending for persons and papers. He was in favor of the fullest investigation of every fact which it was proper for the House to know in order to determine the particular point before it. He desired that the House should exercise the widest ami lullest latitude. In the case before the House, which was now sought to be obtained? He thought that if the question was sifted down ! it would be found to amount to this: that the proposition was to send for v. invessts* and by their testimony to prove the invalidity of the territorial government in Kansas, on the ground that the members of it were improper ly and unconstitutionally elected.
