Sec, 103. Any person who shall sell or vend, on the Sabbath day, any
spirituous or malt liquors, or who iball sell bitters or other preparations
commonly know‘n as patent medicines, with alcohol or spirits in quan
tities sufficient tointoxicate, without a bonafide certificate from a prac
ticing physiciaD, shall be fined not less than thirty dollars, or be impris
oned in the ealafiocse not less than thirty days—either or both, in the
discretion of the Mayor. And any physician who shall be-guilty cf giy-
ing or granting a certificate to any person rot actually heeding such
less than one, nor more than five, dollars, or he imprisoned not less
one, nor more than five, days, for each and every day so offending.

PART III.
An Act to incorporate the town of Djuglasville, in the county of Douglas, and ; for other
purposes: ,
I? Sec. 1i6. Be it enacted by (he Senate and House of Representatives of the S'a e of
Georgia, and it is hereby em.c'ed by the au hoiity ot the same, that the town of Douglas
ville' in the county of Douglas, be and the same is hereby incorporated uid r the name of
Donglasville.
Sic. 117. Be it further enacted, by the authority aforesaid, that an election shall he held
on the first Saturday in March next, for a Mayor, a Recorder and five Aldermen, who shall
serve until their successors are elected and qualified. *. ■ ., .
Sec 118. Be it iur her enec ed by the authority aforesaid, That the corporate hmits ot

mew Code of Georgia, contained in sections 774 and 797, inclusive, be a id the same are
heieby male applicable to said corporation, and the officers elected as herein provided.

Rule 2 The Mavrr shall take the chair, at the hour appointed for any regular, adjourn

of a quorum, shall cause ti e minutes of the preceding meeting to be read.
Rule 3 He shall pre-erve order audfiecorim. and shall appoint all c >mmittee3, unless
the Council shall otherwise direct, in wuicb ca e they shall be elected by ballot.
Rule 4 In the absence of the Mayorat any mee ing, tbe Mayer pro. tern, is vested with
all the powers of Mayor during Such absence.
Rule 5 The following order shall be observed in the transaction of business:
1 Reading the minutes.
2 Petitions and communications.
3 Reports of standing committees.
4 Repcr s of special committees.
. 5 Reports of officers.
| 6 Resolutions, grjers and ordinances.
7- Accounts and sa'aries.
8 New business.

this ordinance, by running a diay for the public in said town with
out procuring said license, shall be fined not less than one, nor*more
than five, dollars, or be imprisoned not more than five days, in the

Sec. a08. Be it ordained, by the Mayor and Council of the town of
Donglasville, and it is hereby ordained by authority of the same;that
all circus shows,.sleight-of-hand performances, photographic .or fer--
reotype artists; peddlers or vendors in patent mfedicines, and all auc
tioneers,'before engaging in any of the above businesses or avoca
tions in said town, sha'l first procure a license from the Recorder of
said town of two dcliars and fifty cents for each sleight-ofjhaiie per
formance; five dollars for circuses or shows,for each perlormanceffive
dollars .per-annum for peddlers and photograph or ferreotypa_artists;
auctioneers, two dollars and fifty cents per day: PVovided, Nonsuch
license shall be required of any maimed confederate soldier, or one
legged or one armed men. And any person, except such as are here
in before exempted, who slxaU be engaged, in any of said perform
ances or trades without first procuring a license, upon conviction
shall be fined not less than five, nor more than twenty, dollars, or be
imprisoned, in the discretion of the Mayor.
• Sec. 109. It shall be illegal for any person, railroad, or other cor
poration of said town, to obstruct any sfreot or road in said town, liy
leaving any raikoad car, coach, or carriage, or other machinery on
any railroad track across any'such street whatever, or by any other
means whatevr, for a longer time than fifteen minutes,_ when the
same can be avoided. That any person or corporation violating tljis
ordinance, shall be subject to a fine of not leSs than one, nor more
than twenty, dollars, for each and every violation of this ordinance.
Sec,. 110. In all trials and cases, in which any person or persons
are charged with a~ violation of any law, tule or ordinance of said
town, it shall be the right of such person or persons so being tried
before the Mayor, or other tribunal of said to wn, which are or may
be hereafter .empowered to try offenders'against said laws,..rglesyln
ordinances of said towu, to give in evidence any fact or facts in justi
fication of liis, her or their conduct, or act or acts, charged _ against
him, her or them, either in mitigation, or in partial or total justifica
tion of such person or persons’ conduct as aforesaid; aild in all
cases where, by the laws of this State, such person .or persons so
charged would be justified for .the act charged, and it so appears
from the.evidence adduced on the trial of such person or persons,
they shall be acquitted of the offense charged. ' • iidi
Seo. 111. It shall not be lawful for any person to engage iu the
business, or do the business of a, livery stable, by hiring horses, bug
gies or other means of conveying 'travelers; or other persons, With
horses, buggies, carriages,"or other vehicles in laid town, without
firstobtaining a license therefor, for which they shall pay the sum
of five dollars each year in advance. And any person or persons
hiring horses and buggies, to the traveling public in said town, jith-
ou| having first obtained such license, shall be fined . not less than
one, nor more than five, dollars, for each violation of this ordinance.
