High License at the North.
The movement in favor of high
license, instead of prohibition, ap
pears to meet with a groat deal of
-encouragement in New York and
Pennsylvania. The impress! >n in
those States seems to be that it will
4)6 very difficult, if not impossible,
to secure the enactment c-f a prohibr
ttfry law, and that if it could be se
cured it could not ba fully enforced
might/be no difficulty in en
forcing it in the rural dislircts, but
St would be evaded in the cilie*.
Temperance people, therefore, are
looking towarris the high license
system as the next best thing. It is
thought in both New York and
Pennsylvania that if the churches,
and those outside of the churches,
who favor temperance can be induc
ed to act unitedly in favor of high li- ■
cense, the Legislatures of these two
States will enact such laws a..’ are
’.necessary to put that system in open
■ation.
The Church Temperance Society
thas been discussing the matter, and
