Colbert leaders say water line
under railroad can’t wait

With or without financial assis
tance, Colbert's installation of an
eight-inch water line under Hwy.
72 and the railroad can’t wait much
longer Mayor John Waggoner
says.
“Whether we get a grant or not,
we need to go ahead, within a few
months, and proceed — borrowing
money if we have to — to put the
waterline under the railroad,” he
told council members Monday.
Waggoner expects running the
line underneath the highway and
railroad will cost between $ 125,000
and $150,000.
The city still awaits word on
grant applications for water
improvements in the city.
However, Waggoner noted that
Colbert has SPLOST funds avail
able for water projects.
The line is needed to improve
water flow for fire protection on the
southern portion of town.
Colbert leaders have also dis
cussed building a new water tank
south of the highway and railroad
to improve water flow and capac
ity.
However, the waterline is the
more pressing issue, Waggoner
said.
"We need to go ahead and get a
waterline under the highway and
the railroad so this side of the
town can have a decent fire flow,”
he said.
In other news, the city council
voted to lease two more rooms of
Colbert’s old school building.
One room is for J&s Printing,
which already leases other space
at the building. The extra room
will cost J&S an additional $100,
bringing its total lease to $450 a
month.
The other will go to the Rising
Sun Youth group, a non-profit
mentor program that teaches mar
tial arts, boxing and team sports.
The city will charge the group
$125 rent, provided it has sufficient
liability insurance.
In expenditure news, Colbert
will pay Tim Nunn $1,445 for
grass-cutting services and $2,300
to Gordon Tree Service to remove
five trees along Fourth Street, from
which limbs are constantly drop
ping.
Colbert also approved $2,815
to Howard Goss for tree and limb
clean up in the aftermath of the
early March snowstorm.
In other matters, city leaders
heard from a resident who com
plained of a recurring late charge
on his water bills, despite paying
his balances on time, he said.
The bills are come from
Piedmont Water, who handles
Colbert's water system.
Waggoner said he’d make sure
the extra charges are credited.

All told, Colbert is looking
at six weeks worth of bills for
early voting.
Waggoner favors a less costly
option, absentee ballots, for
those wishing to vote early.
“I think everybody ought to
be able to have those,” he said.
Colbert has little choice but to
adhere to early voting standards
since the state superintendent of
election advocates them.
The cost of doing otherwise
would be exorbitant.
“He just plain said that if we
didn’t want to do it his way, he
would try to fine us $5,000 a
day,” city attorney Dale Perry
said. "So, it’s cheaper to go
ahead and do it his way.”
Colbert will have its new
councilperson by Tuesday —
presumably.
Carl Trinrud, husband of
candidate Ellyn Trinrud, men
tioned the possibility of a tie
at Monday night’s city council
meeting.
"In the event of a tie in this
runoff, how is the election going
to be decided?” Is it a flip of a
coin,” Trinrud asked, drawing a
few laughs.
Trinrud was perhaps only
half-joking.
"Let’s do a flip of a coin,”
he said. "Seriously. I’m sure
there's a rule somewhere.”
Perry said he'd check the
runoff guidelines, noting that a
municipal tie in the Atlanta area
was decided by a coin flip.
In other news concerning the
runoff, Waggoner clarified what
we called "erroneous informa
tion” he accidentally supplied to
Patton Power regarding politi
cal signs.
The mayor told the candi
date that political signs weren’t
allowed in residential areas
before discovering otherwise.
Political signs are allowed
in residential sections, he said,
provided they’re placed on pri
vate property and not within
150 feet of the polling area.

State Champs Honored
The Madison County Recreation Department 12-and-under basketball all stars
recently claimed the Class B state title. Madison County commissioners approved a
resolution honoring the team Monday night and the basketball champions received
a standing ovation from the crowd.
