GEORGIA RETIRED EDUCATORS DAY
November 1, 2009, has been proclaimed “Georgia Retired Educators Day.” Anthony Dove,
Chairman of the Madison County Board of Commissioners, presents Sally Boleman,

Jackson EMC Foundation
grant will help provide
emergency medical care
The Jackson EMC Foundation has awarded a $5,200 grant
to MedLink Georgia, a nonprofit primary care provider, to help
purchase and stock “crash carts" used in its facilities to provide
emergency services to those who lack access to quality medical
care because of finances, transportation or few physicians in their
community.
Carts are stocked with an automatic external defibrillator (AED),
general first aid box, resuscitation bag and other supplies to respond
to allergic reactions, breathing or cardiac emergencies.
“As healthcare and managed care reimbursement has been
reduced, many physicians have been forced to limit the number
of Medicare and Medicaid patients they can accept," said special
services director Angela Rouse, “MedLink Georgia is the safety
net for these and any other patients needing quality care. We have
worked hard to have equipment and supplies available to handle
medical emergencies that walk through the door.”
Foundation grants are made possible by Jackson EMC members'
contributions to the Operation Round Up program, which rounds up
electric bills of participating members to the next dollar amount and
uses the spare change to do charitable work. Since its creation in
October 2005, the foundation has awarded more than $3.8 million
through 343 grants to organizations and 144 grants to individuals.
Any individual or charitable organization in the 10 coun
ties served by Jackson EMC (Clarke, Banks, Barrow, Franklin,
Gwinnett, Hall, Jackson, Lumpkin, Madison and Oglethorpe) may
apply for Foundation funding by completing a grant application,
available online at http://www.jacksonemc.com/Guidelines-for-
Funding. 106.0.html or at local Jackson EMC offices. Applicants do
not need to be a member of Jackson EMC.
Three Madison County
watersheds to be rehabbed
Three watersheds in Madison County will be rehabilitated with
funding from the American Recovery and Reinvestment Act.
Officials say Georgia is leveraging $3 million in state funds to
get $6 million in economic stimulus money — all of it part of $28
billion in stimulus money allocated to USDA.
The Madison County projects include:
•Little Sandy Trail Creek Watershed Structure 1, which includes
widening the auxiliary spillway to 195 feet and lengthening the
control section to 100 feet to enhance downstream protection
below the high hazard dam. It is expected to provide more than
$113,000 in annual flood control benefits.
•South River Watershed Structure 10, which includes widen
ing the auxiliary spillway crest 20 feet and raising the existing
dam two feet to achieve the required protection downstream of
the high hazard dam. It is expected to provide $57,000 in annual
flood control benefits.
•South River Watershed Structure 4, which involves building an
auxiliary spillway with a weir over the top of the existing dam to
provide better downstream protection. It is expected to produce
annual flood control benefits of more than $57,000.
Documents from the USDA say the Madison County proj
ects will also result in annual benefits in excess of $755,000
in unspecified non-flood-related damages and will generate 66
jobs.
All of the projects are in partnership with the Natural Resource
Conservation Service and the Georgia Soil and Water Conservation
Commission.
