At a meeting of the Democratic and Conservative Congressional Committee, held the Slat of Mareh, a permanent organization of the committee was af fected by electing the following offic er! : Chairman, Eugene CaSserly, of Cal ifornia; Secretaries, F. E, Shaber, of North Carolina, and Samuel N. Bell, of Nsw Hampshire. Mr. Cox, also, in bshalf of the sub-committee, appointed to report on the National Democratic Executive Resident Committee', made the following report, which was adopt" ed : Chairman, Samuel J. Randall, of Pennsylvania; Henry W. Slocum, of New York; Chas. E. Elbridge, of Wrs consin; Wm. E. Niblack, of Indiana; Thos. Swana, of Maryland: Richard TANARUS» Merrick, General W. L. Jeffreys and T. M. Smith, of the district of Cobl umbia. The following is the latest ruling of the Revenue Department: ‘‘ln making their annual} income re turns upon form 24, tax payers should not be required tq include amounts re cieved as dividends, interests, or coupons from any of the corporations, institutions or companies mentioned jin sections '2O and 122 of the act of June 30th 1864, os amended, except the interest alloweQ or ;.a : d to depositors in savings bqoks or savings institutions, even though no tax lias been withheld therefrom. ’’ Radical Tactics.— The New York Trinbune says: The bi 1 of Mr. Shellabarger came tip for debate yesterday iu the House, and the several speeches made against it at once pieced the Democrats of the House in their true attitude of opposing the bit as a measure leveled against their party at the South. And doubtless in the final rote they will appear as a unit in defence of the Ku-Klux as practically a Demo cratic political organization. This is a specimen of Radical tactics. Under pretense of suppressing disorder, which does not exist, they set the Presi dent above the Constitution, giving him' the powers of a military dictator.
